AJR65,1,2 1Relating to: urging Congress to provide a permanent annual payment in lieu of
2taxes to the town and county of Menominee.
AJR65,1,53 Whereas, Menominee County was formed in 1961 solely because of, and
4coincidental to, the termination of the tribal status of the Menominee Indian Tribe
5of Wisconsin; and
AJR65,1,86 Whereas, on December 22, 1973, the federal government reversed its policy on
7the termination and reinstated the Menominee Indian Tribe of Wisconsin as a
8recognized tribe; and
AJR65,1,119 Whereas, as a result, 99% of the land in Menominee County is exempt from local
10government property taxes, and 97% of the residents are exempt from county sales
11tax; and
AJR65,1,1312 Whereas, the boundaries of Menominee County, Town of Menominee and the
13Menominee Indian reservation are contiguous; and
AJR65,1,1514 Whereas, the needs of Menominee County and the Town of Menominee are
15great and growing; and

1Whereas, there is an insufficient tax base of 1% to support the services
2mandated by state and federal law as well as those required of local government for
3the benefit of all county residents; now, therefore, be it
AJR65,2,9 4Resolved by the assembly, the senate concurring, That members of the
5Wisconsin Legislature urge Congress and the president of the United States to enact
6legislation to provide 2 permanent annual payments, in lieu of taxes, based on the
7land held in trust for the Menominee Indian Tribe of Wisconsin, to Menominee
8County, state of Wisconsin, and the town of Menominee, Menominee County, state
9of Wisconsin; and be it further
AJR65,2,14 10Resolved, That the assembly chief clerk shall provide a copy of this joint
11resolution to the president of the United States, to the president and secretary of the
12U.S. senate, to the speaker and clerk of the U.S. house of representatives, and to each
13member of the congressional delegation from this state attesting the adoption of this
14joint resolution by the 2001 legislature of the state of Wisconsin.
