AR37,1,3 1Relating to: supporting President Bush's efforts to extend unemployment
2insurance benefits and urging support of a universal extension of
3unemployment insurance benefits to cover all 50 states and all workers.
AR37,1,54 Whereas, President Bush is proposing the extension of unemployment
5insurance benefits as a component of an economic stimulus package; and
AR37,1,86 Whereas, President Bush has called out to us: "We hear the cries of those who
7have been laid off," and, speaking for himself, his administration, and many other
8elected officials: "We worry about the shock waves throughout the economy."; and
AR37,1,109 Whereas, as members of the Wisconsin assembly, we have also heard the cries
10of our constituents from Kenosha to Superior; and
AR37,1,1211 Whereas, President Bush would limit the extension of benefits to those states
12"hit hardest" by the recent terrorist attacks; and
AR37,1,1413 Whereas, President Bush wants to cover only workers who lost their jobs after
14the attacks of September 11; and

1Whereas, the economic impact of September 11th is being felt in every state in
2the country; and
AR37,2,43 Whereas, trying to determine whether a worker was laid off as a direct result
4of the September 11th terrorist attack would be difficult in many cases; and
AR37,2,75 Whereas, the rise in unemployment makes it just as difficult for workers
6unemployed before September 11th as those unemployed after September 11th to
7find a job; and
AR37,2,108 Whereas, according to the Wisconsin legislative council staff, when extended
9benefits were last made available by the federal government in 1991, benefits were
10available to all states and were 100% federally financed; now, therefore, be it
AR37,2,15 11Resolved by the assembly, That the members of the Wisconsin assembly urge
12President Bush and U.S. Congress to support a universal extension of
13unemployment insurance benefits, to cover all 50 states and all workers and to be
14100% federally financed, to help the American people now and get our economy
15moving again; and, be it further
AR37,2,20 16Resolved, That the assembly chief clerk shall provide a copy of this resolution
17to the president and secretary of the U.S. Senate, to the speaker and clerk of the U.S.
18House of Representatives and to each member of the congressional delegation from
19this state attesting the adoption of this resolution by the 2001 assembly of the state
20of Wisconsin.
