SB77,1,5 1An Act relating to: requiring the department of workforce development to
2submit to the governor, the joint committee on finance, the department of
3administration, and certain standing committees a statewide plan for
4providing employment and support services to low-income, noncustodial
5parents.
Analysis by the Legislative Reference Bureau
This bill requires the department of workforce development (DWD) to submit
to the governor, the department of administration, the joint committee on finance,
and the appropriate standing committees of the legislature a plan for providing
employment and support services to low-income, noncustodial parents. The
employment and support services outlined in the plan must include services to
provide job training, job readiness skills training, transportation assistance,
parenting skills training, legal assistance, basic skills training, health care, and
other support services. In developing the plan, DWD must consult with the
department of health and family services in determining the health care services to
be provided under the plan and must conduct at least two meetings in the state for
the purpose of soliciting input on the plan from interested parties.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB77, s. 1 1Section 1. Nonstatutory provisions.
SB77,2,22 (1) Plan for providing services to low-income, noncustodial parents.
SB77,2,103 (a) No later than March 1, 2002, the department of workforce development
4shall submit to the governor, the department of administration, the joint committee
5on finance, and the appropriate standing committees of the legislature in the manner
6provided under section 13.172 (3) of the statutes, a statewide plan for providing
7employment and support services, including job training, job readiness skills
8training, transportation assistance, parenting skills training, legal assistance, basic
9skills training, health care, and other support services, to low-income, noncustodial
10parents.
SB77,2,1111 (b) The plan shall include all of the following:
SB77,2,12 121. An estimate of the costs of implementing the plan.
SB77,2,15 132. A proposal to fund the proposed services using funds that are received under
14the federal temporary assistance for needy families block grant program and funds
15that may be used to meet the maintenance-of-effort requirement under 42 USC 609.
SB77,2,19 163. A description of any employment and support services currently provided to
17low-income, noncustodial parents, including a description of the providers of those
18services and the number of low-income, noncustodial parents who were served in
191999 and 2000.
SB77,2,21 204. An estimate of the number of noncustodial parents who are currently
21delinquent in child support.

15. A description of employment and support services and other programs
2offered by other states to low-income, noncustodial parents.
SB77,3,43 (c) In developing the statewide plan, the department of workforce development
4shall do all of the following:
SB77,3,6 51. Consult with the department of health and family services in determining
6the health care services to be provided under the plan.
SB77,3,9 72. For the purpose of soliciting input on the plan from interested parties,
8conduct at least one meeting in a 1st class city and at least one meeting outside of
9a 1st class city.
