5designee, the secretary of natural resources or his or her designee, the secretary of
6transportation or his or her designee, and the following members appointed for
73-year terms:

8 ON-the-waterfront program
AB105,3,9 941.50 On-the-waterfront Program. (1) In this section:
AB105,3,1010 (a) "Municipality" means a city, village, or town.
AB105,3,1411 (b) "Revitalization" means the process of engaging in any work or undertaking
12by a municipality to construct, reconstruct, renovate, or rehabilitate buildings,
13structures, or other improvements at a site or facility to increase economic activity
14and tourism.
AB105,3,1515 (c) "Waterfront area" means an area located adjacent to a lake or stream.
AB105,3,20 16(2) The department shall establish and administer a state waterfront
17development program, entitled the "On-the-waterfront Program," to assist
18municipalities in coordinating, planning, managing, and implementing programs
19for the revitalization of waterfront areas. The department shall do all of the
20following:

1(a) Employ, in the state classified service, staff for the On-the-waterfront
2Program.
AB105,4,53 (b) Coordinate state programs for grants that are available to municipalities
4for waterfront development, including transportation enhancement activities
5program grants and grants from the department.
AB105,4,76 (c) Provide to municipalities technical assistance, training, and information on
7the revitalization of waterfront areas.
AB105,4,118 (d) With assistance from the on-the-waterfront program council and from
9interested individuals and organizations, develop a plan describing the objectives of
10the On-the-waterfront Program and the methods by which the department shall
11accomplish the duties under pars. (b) and (c).
AB105,4,13 1241.55 On-the-waterfront program council. The on-the-waterfront
13program council shall do all of the following:
AB105,4,15 14(1) Help the secretary to develop a plan to operate the On-the-waterfront
15Program.
AB105,4,17 16(2) Review the effectiveness of, and recommend to the secretary procedures to
17improve, the On-the-waterfront Program.
AB105, s. 5 18Section 5. Nonstatutory provisions.
AB105,4,2219 (1) On-the-waterfront program council. Notwithstanding the length of
20terms specified for the members of the on-the-waterfront program council under
21section 15.447 (2) (a) (intro.) of the statutes, as created by this act, the initial
22members shall be appointed for the following terms:
AB105,4,2423 (a) The members specified under section 15.447 (2) (a) 1. to 4. of the statutes,
24as created by this act, for terms expiring on July 1, 2006.

1(b) The members specified under section 15.447 (2) (a) 5. to 7. of the statutes,
2as created by this act, for terms expiring on July 1, 2007.
AB105,5,63 (2) Position authorization. The authorized FTE positions for the department
4of tourism are increased by 1.0 GPR position, to be funded from the appropriation
5under section 20.380 (3) (a) of the statutes, as created by this act, for the purpose of
6administering the On-the-waterfront Program.
