AB216,1,5 1An Act relating to: ratification of the agreement negotiated between the state
2of Wisconsin and the Wisconsin State Public Defenders Association, WFT/AFT,
3Local 4822, AFL-CIO, for the 2001-03 biennium, covering employees in the
4public defenders collective bargaining unit, and authorizing an expenditure of
5funds.
Analysis by the Legislative Reference Bureau
The proposal ratifies the collective bargaining contract for state employees in
the public defenders collective bargaining unit negotiated for the 2001-03 biennium
under the State Employment Labor Relations Act. Currently, statutory program
supplement appropriations fund the costs of collective bargaining agreements to the
extent that they exceed budgeted costs. The proposal authorizes expenditure of
moneys from those appropriations to fund the cost of this agreement.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB216, s. 1 6Section 1. Agreement ratified. The legislature ratifies the tentative
7agreement negotiated for the 2001-03 biennium between the state of Wisconsin,

1department of employment relations, and the Wisconsin State Public Defenders
2Association, WFT/AFT, Local 4822, AFL-CIO, covering employees in the public
3defenders collective bargaining unit under subchapter V of chapter 111 of the
4statutes, as approved by the employees of the public defenders collective bargaining
5unit, and authorizes the necessary expenditure of moneys for implementation from
6the appropriations made by section 20.865 (1) of the statutes, subject to section
720.865 (intro.) of the statutes. The secretary of employment relations shall file an
8official copy of the agreement with the secretary of state. No formal or informal
9agreement between the parties that is not a part of the official copy is deemed to be
10approved by the legislature under this act.
AB216, s. 2 11Section 2. Effective date.
AB216,2,1512 (1) This act takes effect on the day following publication, except that those
13provisions specifically identified as having other effective dates in the agreement
14covering employees in the public defenders collective bargaining unit are effective
15on the dates provided in that agreement.
