AB285,1,1 1An Act relating to: disposal of oil-absorbent materials.

This bill requires the secretary of commerce to appoint a committee to study the
use and disposal of used oil filters and other oil-absorbent materials, to establish
percentage goals for recycling used oil filters and for recycling or recovering other
oil-absorbent materials, and to recommend measures to be taken if those goals are
not met.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB285, s. 1 2Section 1. Nonstatutory provisions.
AB285,1,33 (1) Disposal of oil-absorbent materials.
AB285,1,64 (a) No later than the first day of the 9th month beginning after the effective date
5of this paragraph, the secretary of commerce shall appoint and convene a committee
6under section 15.04 (1) (c) of the statutes to do all of the following:
AB285,1,7 71. Gather data concerning the following:
AB285,2,1
1a. The number of oil filters used in this state annually.
AB285,2,2 2b. The number of used oil filters recycled in this state annually.
AB285,2,3 3c. The amount of oil-absorbent material disposed of in this state annually.
AB285,2,5 4d. The amount of oil-absorbent material recycled or recovered in this state
5annually.
AB285,2,8 62. Establish percentage goals for recycling used oil filters and for recycling or
7recovering other oil-absorbent materials that are enough higher than current
8practice to make a significant difference but are attainable with current technology.
AB285,2,9 93. Set a deadline for meeting the goals under subdivision 2.
AB285,2,11 104. Suggest measures to be taken if the goals under subdivision 2 . are not met
11and dates for taking those measures.
AB285,2,1312 (b) The department of commerce shall schedule meetings of the committee
13under paragraph (a) once a month for 15 months.
AB285,2,1814 (c) The department shall submit recommendations based on the work of the
15committee under paragraph (a) to the chief clerk of each house of the legislature for
16distribution in the manner provided in section 13.172 (2) of the statutes and to the
17governor no later than the first day of the 25th month beginning after the effective
18date of this paragraph.
