AB492,1,2 1An Act to amend 28.02 (1); and to create 28.03 (2) (g) of the statutes; relating
2to:
designating Willow flowage project lands as state forest lands.
Analysis by the Legislative Reference Bureau
Current law authorizes the Department of Natural Resources (DNR) to acquire
and exchange lands for the establishment of the Willow flowage project. The Willow
flowage project is defined as the lands in the Willow flowage and surrounding lands
in Oneida County that DNR determines are necessary for the project.
This bill requires DNR to designate all lands acquired by DNR for the
establishment of the Willow flowage project as state forest lands and designates that
land as the Willow Flowage State Forest.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB492, s. 1 3Section 1. 28.02 (1) of the statutes is amended to read:
AB492,2,124 28.02 (1) Defined. State forests lands include all lands granted to the state by
5an act of congress entitled, "An act granting lands to the state of Wisconsin for
6forestry purposes," approved June 27, 1906; all lands donated to the state by the

1Nebagamon Lumber Company for forestry purposes; all lands acquired pursuant to
2chapter 450, laws of 1903, chapter 264, laws of 1905, chapter 638, laws of 1911, and
3chapter 639, laws of 1911, or under ss. 1494-41 to 1494-62, 1915 stats., and all lands
4subsequently acquired for forestry purposes. Unless an island is designated as state
5forest land by the department, state forest lands do not include lands granted to the
6state by an act of congress entitled, "An act granting unsurveyed and unattached
7islands to the state of Wisconsin for forestry purposes," approved August 22, 1912.
8The department may designate as state forest lands any lands within state forest
9boundaries which were purchased with other conservation funds and where forestry
10would not conflict with a more intensive use. The department shall designate as
11state forest lands all lands acquired by the department for establishment of the
12Willow flowage project under s. 23.196.
AB492, s. 2 13Section 2. 28.03 (2) (g) of the statutes is created to read:
AB492,2,1414 28.03 (2) (g) "Willow Flowage State Forest" in Oneida County.
