This bill states that the Joint Committee on Finance may not report, and neither house of the legislature may pass, a budget bill under s. 16.47, stats., that increases or creates a structural deficit in the general fund in the next fiscal biennium.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB676, s. 1 Section 1. 13.41 of the statutes is created to read:

AB676,1,7 13.41 Bills increasing structural deficits. The joint committee on finance may not report, and neither house of the legislature may pass, a budget bill under s. 16.47 that increases or creates a structural deficit in the general fund in the next fiscal biennium.
