AB74,1,4 1An Act to renumber 45.19; to amend 20.485 (2) (q), 36.27 (3) (title) and 38.24
2(5) (title); and to create 36.27 (3r), 38.24 (6) and 45.19 (2) of the statutes;
3relating to: tuition vouchers for students who sound Taps at military honors
4funerals.

Under this bill, a student in grades 6 to 12 or at a University of Wisconsin (UW)
System school, in-state technical college, or in-state, private, accredited, nonprofit
college or university is eligible for a $25 tuition voucher if he or she sounds "Taps"
on a bugle, trumpet, or cornet at a military honors funeral held in this state for a
deceased veteran. The bill requires the Board of Regents of the UW System or the
Technical College Board to grant a student a $25 remission of tuition or academic fees
for each valid voucher that is issued to the student.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB74, s. 1 5Section 1. 20.485 (2) (q) of the statutes is amended to read:
AB74,2,2
120.485 (2) (q) Military honors funerals. Biennially, the amounts in the schedule
2to provide military honors funerals for veterans under s. 45.19 (1).
AB74, s. 2 3Section 2. 36.27 (3) (title) of the statutes is amended to read:
AB74,2,44 36.27 (3) (title) Tuition remissions for survivors.
AB74, s. 3 5Section 3. 36.27 (3r) of the statutes is created to read:
AB74,2,96 36.27 (3r) Fee remissions for funeral assistants. The board shall grant a $25
7remission of nonresident tuition or academic fees to any student enrolled in the
8system as an undergraduate for each valid voucher issued to the student under s.
945.19 (3).
AB74, s. 4 10Section 4. 38.24 (5) (title) of the statutes is amended to read:
AB74,2,1111 38.24 (5) (title) Fee remissions for survivors.
AB74, s. 5 12Section 5. 38.24 (6) of the statutes is created to read:
AB74,2,1513 38.24 (6) Fee remissions for funeral assistants. The district board shall grant
14a $25 remission of fees under subs. (1m) and (3) to a student for each valid voucher
15issued to the student under s. 45.19 (3).
AB74, s. 6 16Section 6. 45.19 of the statutes is renumbered 45.19 (1).
AB74, s. 7 17Section 7. 45.19 (2) of the statutes is created to read:
AB74,2,2218 45.19 (2) The department shall create a tuition voucher form to be used by
19funeral directors under sub. (3). The department shall distribute copies of the tuition
20voucher form, plus an explanation of the form's use, to every operator of a funeral
21establishment. The department may not charge a fee for the tuition voucher form
22or for the distribution of the form.
AB74, s. 8 23Section 8. 45.19 (3) of the statutes is created to read:
AB74,3,724 45.19 (3) A funeral director may issue a tuition voucher in the amount of $25
25to an individual who sounds "Taps" on a bugle, trumpet, or cornet during a military

1honors funeral held in this state for a deceased veteran and who is a student in grades
26 to 12 or at an institution of higher education, as defined under s. 895.515 (1) (b).
3The tuition voucher may be used at any time for the payment of tuition and required
4program activity fees at a University of Wisconsin System institution as provided
5under s. 36.27 (3r) or a technical college as provided under s. 38.24 (6). The
6department shall encourage private institutions of higher education to accept the
7vouchers. The vouchers are not transferable.
AB74, s. 9 8Section 9. 115.28 (51) of the statutes is created to read:
AB74,3,119 115.28 (51) Funeral assistants. Encourage school boards to grant an excused
10absence to a pupil in grades 6 to 12 for the purpose of sounding "Taps" during a
11military honors funeral for a deceased veteran.
