1An Act to renumber 45.35 (3); and
to create 45.35 (3) (b) and 45.35 (4) (am) of
2the statutes;
relating to: requiring that the secretary, deputy secretary,
3executive assistant, and chief legal counsel of the Department of Veterans
4Affairs be veterans.
Analysis by the Legislative Reference Bureau
Under current law, the members of the Board of Veterans Affairs (board) are
required to be veterans. Currently, the board appoints the secretary of the
Department of Veterans Affairs (DVA) and the secretary appoints the staff for DVA.
Current law requires that all DVA staff be veterans, if possible, and preference is
given to disabled veterans.
This bill requires that the secretary, deputy secretary, executive assistant, and
chief legal counsel of DVA be veterans.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(4) (am) The secretary may appoint a deputy secretary and an executive
5assistant and may designate a person as chief legal counsel. The deputy secretary,
6executive assistant, and chief legal counsel shall be veterans.

(1) This act first applies to persons appointed on or after the effective date of
9this subsection.
