AB871,1,2 1An Act to create 121.91 (4) (L) of the statutes; relating to: increasing the
2revenue limit of a school district that receives no equalization aid.
Analysis by the Legislative Reference Bureau
Current law generally limits the total amount of revenue that a school district
may receive from general school aids, including equalization aid, and property taxes.
Several exceptions to the revenue limit exist. For example, the revenue limit is
increased if a school district becomes responsible for performing additional services
that are transferred from another school district.
This bill provides that, if the majority of eligible electors who are present at the
annual meeting of a common or union high school district that receives no
equalization aid votes to increase the school district's revenue limit, that limit is
increased by an amount equal to the full value of the taxable property in the school
district multiplied by one of the following: 1) if the school district operates only high
school grades, one-third of a mill; 2) if the school district operates only elementary
grades, two-thirds of a mill; and 3) if the school district operates grades kindergarten
to 12, one mill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3meeting of a school district that is not entitled to aid under s. 121.08 votes to increase
4the limit under sub. (2m), that limit is increased by an amount equal to the full value
5of the taxable property in the school district multiplied by one of the following:

AB871,2,77 b. If the school district operates only elementary grades, two-thirds of a mill.
AB871,2,88 c. If the school district operates grades kindergarten to 12, one mill.
AB871,2,119 2. Any additional revenue the school district receives as a result of subd. 1. shall
10not be included in the base for determining the school district's limit under sub. (2m)
11(e) for the following school year.
