AB987,1,4 1An Act to renumber 20.445 (1) (e); and to amend 106.13 (1) and 106.13 (3m)
2(b) (intro.) of the statutes; relating to: increasing funding for local youth
3apprenticeship grants for programs that are targeted at providing training in
4the areas of health care and technology and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Governor's Work-Based Learning Board (GWBLB),
which is attached to the Department of Workforce Development (DWD), awards
grants to local partnerships for the implementation and coordination of local youth
apprenticeship programs under which employers are recruited to provide
on-the-job training and supervision for students who are recruited to participate in
those programs. Currently, $1,100,000 in general purpose revenues (GPR) is
appropriated in each of fiscal years 2003-04 and 2004-05 for those grants. This bill
increases the amount appropriated for those grants by $1,000,000 GPR in fiscal year
2004-05 for the purpose of providing grants for programs that are targeted at
providing training in the areas of health care and technology.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

6program that includes the grant programs under subs. (3m) and (4).

AB987,2,199 106.13 (3m) (b) (intro.) From the appropriation under s. 20.445 (1) (e) (7) (b),
10the board shall award grants to applying local partnerships for the implementation
11and coordination of local youth apprenticeship programs. A local partnership shall
12include in its grant application the identity of each public agency, nonprofit
13organization, individual, and other person who is a participant in the local
14partnership, a plan to accomplish the implementation and coordination activities
15specified in subds. 1. to 6., and the identity of a fiscal agent who shall be responsible
16for receiving, managing, and accounting for the grant moneys received under this
17paragraph. Subject to par. (c), a local partnership that is awarded a grant under this
18paragraph may use the grant moneys awarded for any of the following
19implementation and coordination activities:

In the schedule under section 20.005 (3) of the statutes for the
23appropriation to the department of workforce development under section 20.445 (7)
24(b) of the statutes, as affected by the acts of 2003, the dollar amount is increased by
25$1,000,000 for fiscal year 2004-05 to increase funding for the purpose of providing

1grants under section 106.13 (3m) (b) of the statutes, as affected by this act, for
2programs that are targeted at providing training in the areas of health care and
3technology.
