AR8,1,4 1Relating to: requesting the secretary of employment relations to submit to the
2assembly immediately for immediate calendaring bills ratifying all state
3employee collective bargaining agreements that have been ratified by state
4employee labor organizations.
AR8,1,9 5Resolved by the assembly, That the secretary of employment relations is
6requested to submit to the assembly chief clerk immediately all bills ratifying those
7state employee collective bargaining agreements that have been ratified by a state
8employee labor organization but not ratified by the legislature as of the date of
9adoption of this resolution; and, be it further
AR8,1,12 10Resolved, That the assembly chief clerk shall enter immediately as authors
11of any such bill submitted by the secretary all of the representatives to the assembly
12who vote to adopt this resolution; and, be it further
AR8,2,3 13Resolved, That the bills are introduced immediately upon submission by the
14secretary and immediately made a special order of business on Thursday, February
1520, 2003, notwithstanding assembly rules 39 (4), 40, and 42 and all other rules of

1proceedings in section 111.92 of the statutes or elsewhere preventing the bills from
2being considered by the assembly on Thursday, February 20, 2003, as special orders;
3and, be it further
AR8,2,5 4Resolved, That the bills are not subject to sections 13.093 (1), 13.50 (6) (a) and
5(b), and 16.47 (2) of the statutes; and, be it further
AR8,2,7 6Resolved, That the assembly consideration of each bill shall begin at the
7second reading stage; and, be it further
AR8,2,10 8Resolved, That all points of order relating to the consideration of the bills
9which are not decided within 30 minutes are considered not well taken; and, be it
10further
AR8,2,13 11Resolved, That the enactment of any of the bills has the same effect as the
12enactment of such type of bills pursuant to section 111.92 of the statutes; and, be it
13further
AR8,2,16 14Resolved, That the assembly chief clerk shall transmit a copy of this resolution
15immediately upon its adoption to the secretary of employment relations and to the
16senate chief clerk.
