AB1192,1,3 1An Act to create 16.964 (13) and 20.505 (6) (e) of the statutes; relating to:
2grants for the costs of jailing persons for methamphetamine offenses and
3making an appropriation.

This bill creates a grant program administered by the Department of
Administration's Office of Justice Assistance to provide a total of $200,000 a year to
three counties for the costs of jailing people for methamphetamine-related offenses.
Under the bill, the office must annually award grants to the three applicant counties
that have the highest percentage of arrests for methamphetamine-related offenses
as a portion of total arrests.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1192, s. 1 4Section 1. 16.964 (13) of the statutes is created to read:
AB1192,2,45 16.964 (13) Grants for jailing methamphetamine offenders. (a) In this
6section, "methamphetamine offense" means a violation of s. 961.41 (1) (e) or (1m) (e),

1with respect to methamphetamine or a controlled substance analog of
2methamphetamine; a violation of 961.41 (1) (j), with respect to pseudoephedrine; or
3a violation of 961.41 (3g) (g) or (3j), 961.453, 961.573 (3), 961.574 (3), 961.65, or
4961.67.
AB1192,2,165 (b) From the appropriation under 20.505 (6) (e), the office shall provide a total
6of $200,000 each calendar year to 3 counties for the costs of jailing persons for
7methamphetamine offenses. To apply for a grant under this subsection, a county
8shall report to the office the number of persons arrested in the county for
9methamphetamine offenses during the 12-month period ending the August 31
10before the calendar year for which grants are awarded and the total number of
11persons arrested in the county during that period. The office shall award grants to
12the 3 applicant counties that had the highest percentage of persons arrested for
13methamphetamine offenses as a portion of the total number of persons arrested in
14the county for the reporting period. The office shall allocate grant moneys among the
153 recipient counties in proportion to each county's number of arrests for
16methamphetamine offenses during the reporting period.
