AB1201,1,5 1An Act relating to: ratification of the agreement negotiated between the state
2of Wisconsin and the Wisconsin State Public Defenders Association, WFT/AFT,
3Local 4822, AFL-CIO, for the 2003-05 biennium, covering employees in the
4public defenders collective bargaining unit, and authorizing an expenditure of
5funds.

This proposal is introduced under section 111.92 (1) of the statutes. The
proposal ratifies the collective bargaining contract for state employees in the public
defenders collective bargaining unit negotiated for the 2003-05 biennium under the
State Employment Labor Relations Act. Currently, statutory program supplement
appropriations fund the costs of collective bargaining agreements to the extent that
they exceed budgeted costs. The proposal authorizes expenditure of moneys from
those appropriations to fund the cost of this agreement.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1201, s. 1
1Section 1. Agreement ratified. The legislature ratifies the tentative
2agreement negotiated for the 2003-05 biennium between the state of Wisconsin, the
3office of state employment relations, and the Wisconsin State Public Defenders
4Association, WFT/AFT, Local 4822, AFL-CIO, covering employees in the public
5defenders collective bargaining unit under subchapter V of chapter 111 of the
6statutes, as approved by the employees of the public defenders collective bargaining
7unit and approved and recommended by the joint committee on employment
8relations, and authorizes the necessary expenditure of moneys for implementation
9from the appropriations made by section 20.865 (1) of the statutes, subject to section
1020.865 (intro.) of the statutes. The director of the office of state employment relations
11shall file an official copy of the agreement, certified by the cochairpersons of the joint
12committee on employment relations, with the secretary of state. No formal or
13informal agreement between the parties that is not a part of the official copy is
14deemed to be approved by the legislature under this act.
AB1201, s. 2 15Section 2. Effective date.
AB1201,2,1916 (1) This act takes effect on the day following publication, except that those
17provisions specifically identified as having other effective dates in the agreement
18covering employees in the public defenders collective bargaining unit are effective
19on the dates provided in that agreement.
