AB158,1,2 An Act to amend 15.91 of the statutes; relating to: appointment of student members of the Board of Regents of the University of Wisconsin System.

Analysis by the Legislative Reference Bureau

Under current law, the Board of Regents of the University of Wisconsin System (board) consists of the state superintendent of public instruction, the president or another member of the Technical College System Board, 14 citizen members, and a student member who is at least 18 years old.

This bill changes the board's membership by adding a student member who is at least 24 years old and represents the views of nontraditional students, such as those who are employed or who are parents.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB158, s. 1 Section 1. 15.91 of the statutes is amended to read:

AB158,2,15 15.91 Board of regents of the University of Wisconsin System; creation. There is created a board of regents of the University of Wisconsin System consisting of the state superintendent of public instruction, the president, or by his or her designation another member, of the technical college system board and 14 citizen members appointed for staggered 7-year terms, and a student 2 students enrolled at least half-time and in good academic standing at an institution institutions within the University of Wisconsin System who is at least 18 years old and a resident are residents of this state, for a 2-year term. The terms. The traditional student member may shall be selected from recommendations made by a committee consisting of elected representatives of student governments at all institutions within the University of Wisconsin System and other persons selected by the governor. The committee shall interview all students that it selects and submit the names of 3 students to the governor for his or her consideration. The governor shall appoint one traditional student member who is at least 18 years old and one undergraduate student member who is at least 24 years old and represents the views of nontraditional students, such as those who are employed or are parents. The governor may not appoint a student member from the same institution in any 2 consecutive terms. If the a student member loses the status upon which the appointment was based, he or she shall cease to be a member of the board of regents.

AB158, s. 2 Section 2. Nonstatutory provisions.

AB158,2,19 (1) Notwithstanding section 15.91 of the statutes, as affected by this act, the initial term of the student member who is at least 24 years old shall expire on May 1, 2007.
