AB250,1,2 1An Act relating to: establishing a task force to study the financing of public
2schools.

This bill creates a six-member task force, with members appointed by the
governor, the state superintendent of public instruction, and the majority and
minority leaders in each house of the legislature, to study cost-based methods of
financing elementary and secondary education in Wisconsin, as recommended by the
Governor's Task Force on Educational Excellence in its final report. The Governor's
Task Force recommended "a `cost out' study to define what constitutes a sound, basic
education and how much it costs to provide it."
The bill directs the task force to submit a report to the governor and the
legislature within one year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB250, s. 1 3Section 1. Nonstatutory provisions.
AB250,1,44 (1) Study of school finance.
AB250,2,2
1(a) There is created a committee called the school finance task force. The task
2force shall consist of one member appointed by each of the following:
AB250,2,3 31. The governor.
AB250,2,4 42. The state superintendent of public instruction.
AB250,2,5 53. The senate majority leader.
AB250,2,6 64. The senate minority leader.
AB250,2,7 75. The speaker of the assembly.
AB250,2,8 86. The assembly minority leader.
AB250,2,119 (b) The task force shall study cost-based methods of financing elementary and
10secondary education in this state, as recommended by the governor's task force on
11educational excellence in its final report issued on June 30, 2004.
AB250,2,1512 (c) The task force shall submit its report to the governor, and to the legislature
13in the manner provided under section 13.172 (1) of the statutes, by the first day of
14the 12th month beginning after the effective date of this paragraph. The task force
15terminates upon submission of its report.
