AB317,1,3 1An Act to create 36.27 (3n) and 38.24 (7) of the statutes; relating to: exempting
2spouses, unremarried surviving spouses, and children of certain veterans from
3tuition and fees at the University of Wisconsin System and at technical colleges.
Analysis by the Legislative Reference Bureau
This bill requires the University of Wisconsin (UW) and each technical college
district board to grant to the spouse, unremarried surviving spouse, or child of an
eligible veteran full remission of tuition and fees at any UW institution or technical
college for 128 credits or 8 semesters, whichever is longer.
An eligible veteran is a person who was a resident of this state at the time of
entry into service; served on active duty under honorable conditions in the U.S.
armed forces, forces incorporated in the U.S. armed forces, the national guard, or in
a reserve component of the U.S. armed forces; and who, while a resident of this state,
either died on active duty, died in the line of duty while on active or inactive duty for
training purposes, or incurred at least a 30 percent service-connected disability.
For a spouse or unremarried surviving spouse, the remission applies only
during the first ten years after the eligible veteran received the service-connected
disability or after the eligible veteran died. For a child, the remission applies only
until he or she reaches 26 years of age.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB317, s. 1 1Section 1. 36.27 (3n) of the statutes is created to read:
AB317,2,42 36.27 (3n) Fee remission for spouse, surviving spouse, and children of
3certain veterans.
(a) In this subsection, "eligible veteran" means either of the
4following:
AB317,2,105 1. A person who has served on active duty under honorable conditions in the
6U.S. armed forces, in forces incorporated as part of the U.S. armed forces, in the
7national guard, or in a reserve component of the U.S. armed forces; who was a
8resident of this state at the time of entry or reentry into that service; and who, while
9a resident of this state, either died on active duty, or died in the line of duty while on
10active or inactive duty for training purposes.
AB317,2,1411 2. A person who was a resident of this state at the time of entry or reentry into
12service described in subd. 1. and who, while a resident of this state, incurred at least
13a 30 percent service-connected disability, as rated by the U.S. department of
14veterans affairs.
AB317,2,1715 (b) Except as provided in subds. 1. to 3., the board shall grant full remission of
16academic fees and segregated fees for 128 credits or 8 semesters, whichever is longer,
17to any resident student who is also any of the following:
AB317,2,2018 1. A spouse of an eligible veteran. The remission under this subdivision applies
19only during the first 10 years after the eligible veteran received the
20service-connected disability.

12. An unremarried surviving spouse of an eligible veteran. The remission
2under this subdivision applies only during the first 10 years after the veteran died.
AB317,3,43 3. A child of an eligible veteran, if the child is at least 18 but not yet 26 years
4of age and is a full-time student at an institution.
AB317, s. 2 5Section 2. 38.24 (7) of the statutes is created to read:

(a) In this subsection, "eligible veteran" means either of the following:

12a resident of this state, either died on active duty, or died in the line of duty while on
13active or inactive duty for training purposes.
AB317,3,1714 2. A person who was a resident of this state at the time of entry or reentry into
15service described in subd. 1. and who, while a resident of this state, incurred at least
16a 30 percent service-connected disability, as rated by the U.S. department of
17veterans affairs.
AB317,3,2018 (b) Except as provided in subds. 1. to 3., the district board shall grant full
19remission of fees under sub. (1m) (a) to (c) for 128 credits or 8 semesters, whichever
20is longer, to any resident student who is also any of the following:
AB317,3,2321 1. A spouse of an eligible veteran. The remission under this subdivision applies
22only during the first 10 years after the eligible veteran received the
23service-connected disability.
AB317,3,2524 2. An unremarried surviving spouse of an eligible veteran. The remission
25under this subdivision applies only during the first 10 years after the veteran died.

13. A child of an eligible veteran, if the child is at least 18 but not yet 26 years
2of age and is a full-time student at a technical college.
AB317, s. 3 3Section 3. Initial applicability.
AB317,4,54 (1) This act first applies to students who enroll for classes in the academic year
5that commences after the effective date of this subsection.
