AB732,1,4 1An Act to create 20.370 (1) (mw), 27.01 (10) (i) and 27.017 of the statutes;
2relating to: an additional camping fee for Mirror Lake State Park for water
3quality improvement grants for the lake, granting rule-making authority, and
4making an appropriation.

Currently, the Department of Natural Resources (DNR) is required to charge
certain fees for resident and nonresident camping at state parks, depending on the
classification type of the campground. For example, the resident fee for camping one
night at a type A campground is $8, while a nonresident pays $10. In addition, DNR
has authority to charge an additional fee of $1 for residents or up to $1.75 for
nonresidents, $1 per pet at the campsite, and $1 more per night for camping on
Friday, Saturday, or Sunday night. Current law also allows DNR to increase these
rates where local market conditions justify higher camping fees. DNR may waive
camping fees for certain classes of persons or charge special fees for certain groups
or persons.
This bill allows DNR to charge an additional $5 per night camping fee for
persons who camp at Mirror Lake State Park. The money received from this
additional fee must be used for a grant program to a nonprofit organization whose
membership consists of at least one-half of the owners of lakefront property on
Mirror Lake. The grant must be used to protect and improve the water quality in
Mirror Lake. The organization receiving a grant must provide 20 percent of the cost
of the project.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB732, s. 1 1Section 1. 20.370 (1) (mw) of the statutes is created to read:
AB732,2,42 20.370 (1) (mw) Mirror Lake water quality improvement fee. All moneys
3received from the additional camping fee charged under s. 27.01 (10) (i) for the
4payments of grants under s. 27.017.
AB732, s. 2 5Section 2. 27.01 (10) (i) of the statutes is created to read:
AB732,2,136 27.01 (10) (i) In addition to the camping fee authorized under par. (d), the
7department shall charge an additional camping fee of $5 per night per camping party
8at Mirror Lake State Park. If the camping fee for Mirror Lake State Park is waived
9by the department or a special fee is charged under par. (f) instead of the regular
10camping fee, the department may not charge the additional camping fee of $5. If the
11department charges an additional camping fee for Mirror Lake State Park under par.
12(g), the department shall also charge the additional camping fee of $5 under this
13paragraph.
AB732, s. 3 14Section 3. 27.017 of the statutes is created to read:
AB732,2,17 1527.017 Mirror Lake improvement program. (1) The department shall
16establish a grant program to protect and improve the water quality in Mirror Lake.
17The grants shall be made from the appropriation account under s. 20.370 (1) (mw).
AB732,2,20 18(2) The department shall make a grant under this program to an incorporated,
19nonprofit membership organization whose membership consists of at least one-half
20of the owners of lakefront property on Mirror Lake.

1(3) The department may make a grant under this program to provide funding
2for feasibility studies, planning costs, and projects related to the long-term
3improvement of the water quality and aquatic environment of Mirror Lake. The
4department may make a grant under this program to provide funding for debt service
5for feasibility studies, planning costs, and projects that were commenced before the
6effective date of this subsection .... [revisor inserts date], if that feasibility study,
7planning, or project meets the criteria for a grant and the organization meets the
8requirements under sub. (2).
AB732,3,10 9(4) To receive a grant under this program, an eligible organization shall provide
1020 percent of the total cost of the feasibility study, planning, or project.
AB732,3,16 11(5) The department shall by rule establish the application process and the
12criteria necessary for a project to receive a grant under this program. The rule shall
13include a provision to allow a project to be completed over an extended period of time
14and to allow an eligible organization to make its required payments in installments.
15The rule shall require the department to include the factors under s. 33.16 (4) when
16establishing the criteria for a grant under this section.
