AB858,1,3 1An Act to amend 35.84 (figure) (symbols) and 35.84 (figure) column E lines 10
2and 11; and to create 35.24 (4) of the statutes; relating to: the number of Blue
3Books that are distributed to members of the legislature.
Analysis by the Legislative Reference Bureau
Currently, each state senator receives 600 copies of each edition of the Blue
Book and each representative to the assembly receives 350 copies of each edition of
the Blue Book. The copies are paid for from appropriations made for the operation
of the legislature.
This bill permits each senator and representative to the assembly to make a
written request to the sergeant at arms of his or her house, no later than a date
specified by the Department of Administration (DOA), to receive a lesser number of
copies of the next edition of the Blue Book than the number provided by law. Under
the bill, the sergeant then certifies to DOA the total number of copies of each edition
of the Blue Book that is requested or directed by law to be distributed to members
of his or her house. The bill provides that a request is not subject to withdrawal or
modification after the date specified by DOA.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

135.24 (4) Prior to the publication of each edition of the Blue Book, the
2department shall send notice to the sergeant at arms of each house of the legislature
3that any senator or representative to the assembly may, no later than the date
4specified by the department, limit the number of copies of the Blue Book to be
5distributed to him or her by making a written request to the sergeant at arms
6specifying a number of copies that is lower than the number of copies the senator or
7representative to the assembly is entitled to receive by law. Upon receipt of a timely
8request, the sergeant at arms shall determine and certify to the department the total
9number of Blue Books to be received by his or her house by subtracting the total
10reduction of copies requested from the total number provided to be distributed by
11law. If a senator or representative to the assembly files a written request with the
12sergeant at arms to reduce the quantity of any edition of Blue Books to be distributed
13to him or her, the request may not be withdrawn or modified after the last date
14specified by the department for a request to be made under this subsection. Upon
15publication of each edition of the Blue Book, the department shall deliver to the
16sergeant at arms of each house of the legislature the total number of Blue Books
17certified under this subsection, and the sergeant at arms shall distribute the number
18of Blue Books requested or specified by law to each senator or representative to the
19assembly.
