SB372,1,2 1An Act relating to: a grant for a biomedical technology alliance in southeastern
2Wisconsin.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Commerce must grant the Board of
Regents (Board) of the University of Wisconsin System $500,000 of general purpose
revenue to establish a biomedical technology alliance (BTA) in southeastern
Wisconsin.
This bill grants the Board another $2,000,000 of general purpose revenue for
the BTA; requires the Board to provide private, local, or federal matching funds;
allows the general purpose revenue to be used only for research, as opposed to
administrative costs; and prohibits the Board from using the money to pay investors,
consultants, or nonprofit or economic development organizations.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB372, s. 1 3Section 1. Nonstatutory provisions.
SB372,2,94 (1) Notwithstanding section 560.61 of the statutes, the department of
5commerce shall, from the appropriation under section 20.143 (1) (c) of the statutes,

1as affected by 2005 Wisconsin Act 25, make a grant of $2,000,000 in the 2006-07
2fiscal year to the Board of Regents of the University of Wisconsin System to
3supplement moneys granted under 2005 Wisconsin Act 25, section 9108 (3k). No
4moneys may be expended under this subsection unless the Board of Regents secures
5private, local, or federal matching funds that are equal to 100 percent of the moneys
6to be expended. The department shall ensure that moneys expended under this
7subsection cover only research and not administrative costs and that no moneys are
8expended on investors, consultants, or on nonprofit or economic development
9organizations.

SB372,2,1511 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
12to the department of commerce under section 20.143 (1) (c) of the statutes, as affected
13by the acts of 2005, the dollar amount is increased by $2,000,000 for fiscal year
142006-07 to supplement the grant to the Board of Regents of the University of
15Wisconsin System under 2005 Wisconsin Act 25, section 9108 (3k).
