SB554,1,6 1An Act to amend 15.915 (2) (a), 36.25 (13m) and 36.27 (2) (b) 3. of the statutes;
2relating to: membership of the State Laboratory of Hygiene Board;
3nonresident tuition exemption for veterans; and the transfer program at the
4University of Wisconsin School of Medicine and Public Health (suggested as
5remedial legislation by the Board of Regents of the University of Wisconsin
6System).
Analysis by the Legislative Reference Bureau
This bill changes the membership of the State Laboratory of Hygiene Board by
substituting the chancellor of the University of Wisconsin-Madison for the president
of the University of Wisconsin (UW) System. The bill also deletes obsolete references
and clarifies the operation of the transfer program at the UW School of Medicine and
Public Health.
Current law grants nonresident tuition exemptions for the UW System to
nonresident veterans who, among other things, were honorably discharged from
military service within four years of registering at a UW institution. This bill
changes the word "registering" to "applying."

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Board of Regents of the University of Wisconsin System and
introduced by the Law Revision Committee under s. 13.83 (1) (c) 4., stats. After careful
consideration of the various provisions of the bill, the Law Revision Committee has
determined that this bill makes minor substantive changes in the statutes, and that these
changes are desirable as a matter of public policy.
SB554, s. 1 1Section 1. 15.915 (2) (a) of the statutes is amended to read:
SB554,2,52 15.915 (2) (a) The president chancellor of the University of Wisconsin System
3Wisconsin-Madison, the secretary of health and family services, the secretary of
4natural resources and the secretary of agriculture, trade and consumer protection,
5or their designees.
Note: According to representatives of the Board of Regents of the University of
Wisconsin System, because the director of the State Laboratory of Hygiene is appointed
by the UW-Madison chancellor under authority delegated by the Board of Regents, it is
more consistent with that appointment authority if the UW representative on the State
Laboratory of Hygiene Board is the chancellor or the chancellor's designee.
SB554, s. 2 6Section 2. 36.25 (13m) of the statutes is amended to read:
SB554,2,127 36.25 (13m) Medical student transfer program. The board shall establish a
8program in the Center for Health Sciences of the University of Wisconsin-Madison
9involving Wisconsin School of Medicine and Public Health to consider the transfer
10of residents of this state from foreign medical schools after their 2nd year of study
11or involving a 5th year of clerkship following their completion of 4 years of study at
12a foreign school
.
Note: According to representatives of the Board of Regents of the UW System,
there currently is no 5th year clerkship available at the UW School of Medicine and Public
Health or at any other U.S. medical school.

136.27 (2) (b) 3. Nonresident persons who served in active duty in the U.S. armed
2forces for at least 10 years, who were honorably discharged from such service within
34 years before registering applying at an institution, and who filed state income tax
4returns for at least 8 of the last 10 years of active duty in the U.S. armed forces, and
5their spouses and children are entitled to the exemption under par. (a).
