AB194,1,2 1An Act to amend 15.91 of the statutes; relating to: composition of the Board
2of Regents of the University of Wisconsin System.

Under current law, 14 citizen members serve on the Board of Regents of the
University of Wisconsin System (board). This bill requires the appointment to the
board of at least one citizen member who resides in each of Wisconsin's congressional
districts.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB194, s. 1 3Section 1. 15.91 of the statutes is amended to read:
AB194,2,15 415.91 Board of regents of the University of Wisconsin System; creation.
5There is created a board of regents of the University of Wisconsin System consisting
6of the state superintendent of public instruction, the president, or by his or her
7designation another member, of the technical college system board and 14 citizen
8members appointed for staggered 7-year terms, and 2 students enrolled at least

1half-time and in good academic standing at institutions within the University of
2Wisconsin System who are residents of this state, for 2-year terms. At least one of
3the citizen members shall reside in each of this state's congressional districts.
The
4student members may be selected from recommendations made by elected
5representatives of student governments at institutions within the University of
6Wisconsin System. The governor shall appoint one student member who is at least
718 years old and one undergraduate student member who is at least 24 years old and
8represents the views of nontraditional students, such as those who are employed or
9are parents. The governor may not appoint a student member from the same
10institution in any 2 consecutive terms; the 2 student members who are appointed
11may not be from the same institution; and a student from the University of
12Wisconsin-Madison and a student from the University of Wisconsin-Milwaukee
13may not serve on the Board of Regents at the same time. If a student member loses
14the status upon which the appointment was based, he or she shall cease to be a
15member of the board of regents.
AB194, s. 2 16Section 2. Nonstatutory provisions.
AB194,2,1717 (1) Notwithstanding section 15.91 of the statutes, as affected by this act:
AB194,2,2018 (a) The initial term of one of the citizen members of the Board of Regents of the
19University of Wisconsin System representing a congressional district shall
20commence on May 1, 2009.
AB194,2,2321 (b) The initial term of one of the citizen members of the Board of Regents of the
22University of Wisconsin System representing a congressional district shall
23commence on May 1, 2010.

1(c) The initial term of one of the citizen members of the Board of Regents of the
2University of Wisconsin System representing a congressional district shall
3commence on May 1, 2011.
AB194,3,64 (d) The initial term of one of the citizen members of the Board of Regents of the

6commence on May 1, 2012.
AB194,3,97 (e) The initial term of one of the citizen members of the Board of Regents of the
8University of Wisconsin System representing a congressional district shall
9commence on May 1, 2013.
AB194,3,1210 (f) The initial term of one of the citizen members of the Board of Regents of the
11University of Wisconsin System representing a congressional district shall
12commence on May 1, 2014.
AB194,3,1513 (g) The initial term of the remaining citizen members of the Board of Regents
14of the University of Wisconsin System representing a congressional district shall
15commence on May 1, 2015.
