AB316,1,3 1An Act to create 610.67 of the statutes; relating to: prohibiting insurers,
2risk-sharing plans, and certain self-insured plans from using social security
3numbers as personal identifiers.

This bill prohibits an insurer, a risk-sharing plan, or any self-insured plan of
the state or a city, village, town, or school district from using an individual's social
security number as a personal identifier, or as part of a personal identifier, of the
individual for any insurance-related purpose. Current law does not address use by
an insurer of an individual's social security number for any purpose.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB316, s. 1 4Section 1. 610.67 of the statutes is created to read:
AB316,1,8 5610.67 Prohibition on use of social security number. (1) In this section,
6"insurer" means an insurer, as defined in s. 600.03 (27); the state or a city, village,
7town, or school district with respect to any self-insured plan; the Health Insurance
8Risk-Sharing Plan under ch. 149; or a risk-sharing plan created under ch. 619.

1(2) An insurer may not use, for any insurance-related purpose, an individual's
2social security number as a personal identifier, or as part of a personal identifier,
3such as an insurance identification card, of the individual.

AB316,2,65 (1) This act takes effect on the first day of the 13th month beginning after
6publication.
