AB845,1,2 An Act relating to: a certain highway improvement project related to STH 21 in Winnebago County.

Analysis by the Legislative Reference Bureau

This bill prohibits the Department of Transportation (DOT), in connection with a highway improvement project related to STH 21 in Winnebago County, from closing any highway or making any highway improvement north of STH 21; requires DOT to construct a portion of new highway south of STH 21 connecting two existing streets by June 30, 2010; prohibits DOT from closing two intersections on STH 21 to vehicular travel prior to June 30, 2010 and prohibits DOT from modifying the existing highway design in which STH 21 crosses USH 41 by means of an underpass. The bill also requires DOT to conduct a study of vehicular traffic patterns at these two intersections and submit a report to the governor and to the legislature by January 1, 2010.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB845, s. 1 Section 1. Nonstatutory provisions.

AB845,2,9 (1) STH 21 improvement project in Winnebago County. The highway improvement project related to STH 21 between USH 41 and North Westhaven Drive in Winnebago County may not include any highway closure or highway improvement north of STH 21 and shall include construction of new highway connecting Washburn Street and Westtowne Avenue south of STH 21, which connection must be completed no later than June 30, 2010. This project also may not include any modification to the existing highway design in which STH 21 crosses USH 41 by means of an underpass. With respect to this project, the intersection of STH 21 and Washburn Street and the intersection of STH 21 and Egg Harbor Lane shall remain open to vehicular travel until at least June 30, 2010. The department of transportation shall ensure that the requirements of this subsection are met.

AB845,2,16 (2) Report on traffic patterns at certain STH 21 intersections. The department of transportation shall conduct a study of vehicular traffic patterns at the intersections of STH 21 and Washburn Street and of STH 21 and Egg Harbor Lane in Winnebago County and shall prepare a report containing its findings and recommendations. The department shall submit the report to the governor, and to the legislature in the manner provided under section 13.172 (2) of the statutes, not later than January 1, 2010.
