AB860,1,4 1An Act to repeal 20.515 (1) (bd); and to create 20.515 (1) (bd) of the statutes;
2relating to: payment of annual enrollment fees for participation in drug
3prescription benefit program administered by the Group Insurance Board and
4making an appropriation.
Analysis by the Legislative Reference Bureau
The Group Insurance Board (board) currently administers a drug prescription
benefit program for the state and for any employer or person in this state who
satisfies conditions for participation in the program. This program is called the
BadgerRX Gold Program. For families and individuals, there is currently an annual
enrollment fee to participate in the program. This bill prohibits the imposition of this
fee during the remainder of 2008 and for all of 2009 and 2010. Instead, the state must
pay the board, from general purpose revenues, an amount that the board would
otherwise have received from these annual enrollment fees.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

8benefits purchasing pool. B
eginning on the effective date of this subsection, the
9group insurance board may not impose annual enrollment fees for families and
10individuals participating in the pharmacy benefits purchasing pool under section
1140.53 of the statutes for the remainder of 2008 and for all of 2009 and 2010. Instead,
12the state shall pay the group insurance board, from the appropriation under section
1320.515 (1) (bd) of the statutes, as created by this act, an amount that the board would
14otherwise have received in fees from families and individuals participating in the
15pharmacy benefits purchasing pool during these years. The state shall pay this
16amount on an annual basis at the time that the fees would otherwise have been due
17for participation in the pharmacy benefits purchasing pool.
AB860, s. 4 18Section 4. Effective dates. This act takes effect on the day after publication,
19except as follows:
