AB951,1,2 1An Act to repeal and recreate 40.05 (4) (a) 2. of the statutes; relating to:
2employer payment of health insurance premiums for state employees.
Analysis by the Legislative Reference Bureau
Currently, the state pays employer contributions toward health insurance
premiums for most state employees beginning on the first day of the seventh month
after the employee begins state employment. Beginning on July 1, 2008, the state
will pay employer contributions toward health insurance for all state employees,
other than limited term appointments, beginning on the first day of the third month
after the employee begins state employment. This bill requires the state to pay
employer contributions toward health insurance premiums for all state employees
beginning on the day on which the employee becomes insured, which is usually the
first day of the first month after the employee begins state employment.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB951, s. 1 3Section 1. 40.05 (4) (a) 2. of the statutes, as affected by 2007 Wisconsin Act 20,
4is repealed and recreated to read:

140.05 (4) (a) 2. For an insured employee who is a state employee, the employer
2shall pay required employer contributions toward the health insurance premiums
3of the insured employee beginning on the date on which the employee becomes
4insured.

AB951,2,116 (1) Notwithstanding section 40.05 (4) (a) 2. of the statutes, as affected by this
7act, for an insured employee who is a state employee, but who is not eligible for the
8employer to pay required employer contributions toward the health insurance
9premiums of the insured employee under section 40.05 (4) (a) 2., 2005 stats., the state
10shall pay the contributions beginning on the first day of the first month after the
11effective date of this subsection.
