Currently, some conferences of the supreme court are closed to the public. This
constitutional amendment requires the supreme court to meet in public when it
confers on cases.
A constitutional amendment requires adoption by two successive legislatures,
and ratification by the people, before it can become effective.
AJR24,1,2 2Resolved by the assembly, the senate concurring, That:
AJR24, s. 1 3Section 1. Section 4 (4) of article VII of the constitution is created to read:
AJR24,1,74 [Article VII] Section 4 (4) Meetings of the supreme court at which motions,
5petitions, petitions for review, cases, actions, and proceedings are discussed or
6decided shall be open to the public, and such meetings shall be preceded by
7reasonable public notice of the specific matters to be considered.
AJR24, s. 2 8Section 2. Numbering of new provision. The new subsection (4) of section
94 of article VII of the constitution created in this joint resolution shall be designated
10by the next higher open whole subsection number in that section in that article if,

1before the ratification by the people of the amendment proposed in this joint
2resolution, any other ratified amendment has created a subsection (4) of section 4 of
3article VII of the constitution of this state. If one or more joint resolutions create a
4subsection (4) of section 4 of article VII simultaneously with the ratification by the
5people of the amendment proposed in this joint resolution, the subsections created
6shall be numbered and placed in a sequence so that the subsections created by the
7joint resolution having the lowest enrolled joint resolution number have the numbers
8designated in that joint resolution and the subsections created by the other joint
9resolutions have numbers that are in the same ascending order as are the numbers
10of the enrolled joint resolutions creating the subsections.
AJR24,2,13 11Be it further resolved, That this proposed amendment be referred to the
12legislature to be chosen at the next general election and that it be published for 3
13months previous to the time of holding such election.
