Joint Rule 94: This joint rule is created to prohibit fund-raising social events
and related campaign contributions by legislative leaders and members of the
legislature after January 1 of the odd-numbered year and before June 1 of the
even-numbered year.

AJR3,1,9 9Joint Rule 94. Campaign contributions. (1) In this rule:
AJR3,1,1110 (a) "Contribution," "legislative campaign committee," and "personal campaign
11committee" have the meanings given for the terms in section 11.01 of the statutes.

1(b) "Legislative leader" means a member of the senate or assembly committee
2on organization or the joint committee on finance.
AJR3,2,43 (2) After January 1 of the odd-numbered year and before June 1 of the
4even-numbered year, a legislative leader or member may not do any of the following:
AJR3,2,65 (a) Schedule, hold, or attend a fund-raising social event, or solicit, make, or
6receive a contribution in connection with a fund-raising social event.
AJR3,2,97 (b) Authorize a legislative campaign committee to schedule, hold, or attend a
8fund-raising social event, or solicit, make, or receive a contribution in connection
9with a fund-raising social event.
AJR3,2,1210 (c) Authorize his or her personal campaign committee to schedule, hold, or
11attend a fund-raising social event, or solicit, make, or receive a contribution in
12connection with a fund-raising social event.
AJR3,2,1613 (3) (a) Subsection (2) does not apply to a fund-raising social event of a
14legislative campaign committee organized in the senate held during the period
15between the first day authorized for filing nomination papers for any special election
16to the senate and the date of the special election.
AJR3,2,2017 (b) Subsection (2) does not apply to a fund-raising social event of a legislative
18campaign committee organized in the assembly held during the period between the
19first day authorized for filing nomination papers for any special election to the
20assembly and the date of the special election.
AJR3,3,221 (4) Subsection (2) does not apply to a fund-raising social event of a current
22member of the senate or assembly or his or her personal campaign committee held
23during the period between the first day authorized for filing nomination papers for
24any office for which a current member of the senate or assembly is a candidate and
25the date of the election for that office, if the event is held within the boundaries of

1the jurisdiction or district served by the office for which the current member of the
2senate or assembly is a candidate.
AJR3,3,93 (5) Subsection (2) does not apply to a fund-raising social event of a current
4member of the senate or assembly or his or her personal campaign committee held
5during the period between the first day authorized for filing nomination papers for
6any office, other than senator, in the case of a member of the senate, or other than
7representative to the assembly, in the case of a member of the assembly, for which
8a current member of the senate or assembly is a candidate and the date of the election
9for that other office.
