5dedicated to the provision of high quality primary health care and health
6information free or at low cost to the medically underserved residents of their
7communities; and

9millions of dollars' worth of services with much smaller operating budgets; and
AJR37,1,1310 Whereas, free health clinics and federally qualified health centers provide vital
11health care services to individuals with no health insurance, medicare, medicaid, or
12medical assistance or with income levels at or below 185 percent of federal poverty
13guidelines; and
