Joint Rule 94: This joint rule is created to prohibit fund-raising social events
and related campaign contributions by legislative leaders and members of the
legislature before the date of enactment of the executive budget bill.

AJR4,1,10 10Joint Rule 94. Campaign contributions. (1) In this rule:

1(a) "Contribution," "legislative campaign committee," and "personal campaign
2committee" have the meanings given for the terms in section 11.01 of the statutes.
AJR4,2,43 (b) "Legislative leader" means a member of the senate or assembly committee
4on organization or the joint committee on finance.
AJR4,2,75 (2) After January 1 of the odd-numbered year and before the date of enactment
6of the executive budget bill or bills introduced under section 16.47 (1) of the statutes,
7a legislative leader or member may not do any of the following:
AJR4,2,98 (a) Schedule, hold, or attend a fund-raising social event, or solicit, make, or
9receive a contribution in connection with a fund-raising social event.
AJR4,2,1210 (b) Authorize a legislative campaign committee to schedule, hold, or attend a
11fund-raising social event, or solicit, make, or receive a contribution in connection
12with a fund-raising social event.
AJR4,2,1513 (c) Authorize his or her personal campaign committee to schedule, hold, or
14attend a fund-raising social event, or solicit, make, or receive a contribution in
15connection with a fund-raising social event.
AJR4,2,1916 (3) (a) Subsection (2) does not apply to a fund-raising social event of a
17legislative campaign committee organized in the senate held during the period
18between the first day authorized for filing nomination papers for any special election
19to the senate and the date of the special election.
AJR4,2,2320 (b) Subsection (2) does not apply to a fund-raising social event of a legislative
21campaign committee organized in the assembly held during the period between the
22first day authorized for filing nomination papers for any special election to the
23assembly and the date of the special election.
AJR4,3,524 (4) Subsection (2) does not apply to a fund-raising social event of a current
25member of the senate or assembly or his or her personal campaign committee held

1during the period between the first day authorized for filing nomination papers for
2any office for which a current member of the senate or assembly is a candidate and
3the date of the election for that office, if the event is held within the boundaries of
4the jurisdiction or district served by the office for which the current member of the
5senate or assembly is a candidate.
AJR4,3,126 (5) Subsection (2) does not apply to a fund-raising social event of a current
7member of the senate or assembly or his or her personal campaign committee held
8during the period between the first day authorized for filing nomination papers for
9any office, other than senator, in the case of a member of the senate, or other than
10representative to the assembly, in the case of a member of the assembly, for which
11a current member of the senate or assembly is a candidate and the date of the election
12for that other office.
