AJR60,1,4 1Relating to: requesting appropriate action by Congress, upon the application of the
2legislatures of two-thirds of the several states, to call a constitutional
3convention to propose an amendment to the United States Constitution to
4authorize Congress and the states to regulate campaign finance.
AJR60,1,75 Whereas, article IV, section 4, of the United States Constitution provides in part
6that "the United States shall guarantee to every State in this Union a Republican
7Form of Government"; and
AJR60,1,108 Whereas, the expenditure of unlimited amounts of undisclosed money by
9special interests to influence campaigns endangers the continued viability of a
10republican form of government; and
AJR60,1,1411 Whereas, recent judicial interpretation of the First Amendment of the United
12States Constitution limits the ability of state and federal governments to fulfill the
13guarantee of article IV, section 4, of the United States Constitution by regulating the
14financing of political campaigns; now, therefore, be it

1Resolved by the assembly, the senate concurring, That pursuant to article
2V of the United States Constitution, the legislature of the state of Wisconsin makes
3application and requests that the Congress of the United States call a constitutional
4convention for the specific and exclusive purpose of proposing an amendment to the
5federal constitution to authorize Congress and the states to regulate by law the
6financing of political campaigns, including the financing of candidate campaigns and
7actions by third parties independent of the candidate campaigns; and, be it further
AJR60,2,12 8Resolved, That the legislature of the state of Wisconsin proposes that the
9legislatures of each of the several states comprising the United States apply to the
10congress requesting the enactment of an appropriate amendment to the federal
11constitution or requiring Congress to call a constitutional convention for proposing
12such an amendment to the federal constitution; and, be it further
AJR60,2,20 13Resolved, That a duly attested copy of this joint resolution be immediately
14transmitted to the president and the secretary of the senate of the United States, to
15the speaker and the clerk of the house of representatives of the United States, to the
16office of the federal register, to the library of congress, to each member of the
17congressional delegation from this state, to the national conference of state
18legislatures, to the council of state governments, and to the presiding officer of each
19house of each state legislature in the United States, attesting the adoption of this
20joint resolution by the 2007 legislature of the state of Wisconsin.
