AJR83,1,2 1Relating to: commemorating the 60th anniversary of the Joint Legislative Council
2and the legislative council staff.
AJR83,1,53 Whereas, the Wisconsin legislative council and staff were created in 1947 by
4chapter 444, laws of 1947, and have now served the Wisconsin legislature and the
5state of Wisconsin for 60 years; and
AJR83,1,86 Whereas, the Joint Legislative Council, through its study committees, has been
7instrumental in establishing and maintaining traditions of open discussion and
8citizen participation in the legislative process in Wisconsin; and
AJR83,1,129 Whereas, the Joint Legislative Council has conducted over 500 studies,
10involving the participation of over 6,500 individual citizens of the state and
11legislators, and introduced over 1,300 pieces of legislation on a wide variety of topics,
12leading to more than 750 enactments; and
AJR83,2,313 Whereas, the Joint Legislative Council study process has produced legislation
14in specific areas such as protection of groundwater, criminal code and penalties,
15insurance laws revisions, court reorganization, education, marital property,

1mediation-arbitration procedures, recycling programs, medical malpractice, laws to
2protect children, and establishment of the legislative administrative rule review
3process; and
AJR83,2,84 Whereas, in addition to serving study committees, the legislative council staff
5supports the work of standing and statutory committees, provides assistance to
6individual legislators and their staffs, organizes and facilitates the biennial
7conference for new legislators, performs technical review of all proposed state agency
8administrative rules, and provides various other services; and
AJR83,2,119 Whereas, through its many functions, both large and small, and in concert with
10its sister legislative service agencies, the legislative council staff is integral to the
11smooth functioning of the Wisconsin legislature; now, therefore, be it
AJR83,2,15 12Resolved by the assembly, the senate concurring, That the legislature
13commemorates the 60th anniversary of the Joint Legislative Council and the
14legislative council staff and recommits itself to the democratic principles of open
15discussion and citizen participation in the legislative process; and, be it further
AJR83,2,17 16Resolved, That the legislature expresses its appreciation for the dedicated
17nonpartisan professional service provided to it by the legislative council staff.
