AB48,1,5 1An Act to renumber and amend 341.14 (6r) (b) 9.; to amend 341.14 (6r) (d)
21. and 341.14 (6r) (fm) 7.; and to create 341.08 (2) (f), 341.14 (6m) (d), 341.14
3(6r) (b) 9. b., 341.14 (6r) (d) 3. and 341.14 (6r) (f) 49p. of the statutes; relating
4to:
special distinguishing registration plates for groups that are military in
5nature and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, members of authorized special groups may obtain special
distinguishing registration plates for automobiles and certain other vehicles that are
owned or leased by members of these groups. There are numerous special plates
related to military service, military honors, and groups associated with a branch of
the armed services. State residents who are members or retired members of the
national guard may obtain special plates that display the words "Wisconsin guard
member" (national guard special plates).
Under this bill, if an applicant for initial issuance of national guard special
plates identifies himself or herself as a member or former member of the 32nd "Red
Arrow" Brigade or Division, the Department of Transportation (DOT) must provide
to the applicant, to be affixed to each special plate, two decals (stickers), one of which
displays the words "Red Arrow" and the other of which displays the red arrow symbol
associated with the 32nd "Red Arrow" Brigade or Division. An applicant for renewal
of registration of national guard special plates may also receive these stickers, free
of charge, if these stickers were not previously provided by DOT.

This bill also establishes as an authorized special group members or former
members of the 32nd "Red Arrow" Brigade or Division. In addition to the regular
vehicle registration fee, special group members are required to pay a $15 fee for
issuance or reissuance of the special plates, which fee is mostly deposited in the
veterans trust fund. These special plates must display the words "Red Arrow" and
the red arrow symbol associated with the 32nd "Red Arrow" Brigade or Division.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB48, s. 1 1Section 1. 341.08 (2) (f) of the statutes is created to read:
AB48,2,42 341.08 (2) (f) If the application is for registration of a vehicle under s. 341.14
3(6m), an opportunity for the applicant to identify himself or herself as a member or
4former member of the 32nd "Red Arrow" Brigade or Division.
AB48, s. 2 5Section 2. 341.14 (6m) (d) of the statutes is created to read:
AB48,2,136 341.14 (6m) (d) 1. If an applicant for initial issuance of special plates under this
7subsection identifies himself or herself in the application as a member or former
8member of the 32nd "Red Arrow" Brigade or Division, the department shall provide
9to the applicant, to be affixed to each plate issued under this subsection, 2 decals
10related to the 32nd "Red Arrow" Brigade or Division and instructions for placement
11of these decals on the special plates. One decal shall display only the words "Red
12Arrow." The other decal shall display only the red arrow symbol associated with the
1332nd "Red Arrow" Brigade or Division.
AB48,3,214 2. Upon receiving any application for renewal of registration of a vehicle for
15which special plates have been issued under this subsection, if the applicant
16identifies himself or herself in the application as a member or former member of the
1732nd "Red Arrow" Brigade or Division and if the department has not previously
18provided decals under subd. 1. or 3., the department shall provide decals described

1in subd. 1. to the applicant, free of charge, with instructions for placement of the
2decals on the special plates.
AB48,3,103 3. Notwithstanding subd. 2., upon receiving any application for renewal of
4registration of a vehicle for which special plates have been issued under this
5subsection, if the applicant identifies himself or herself in the application as a
6member or former member of the 32nd "Red Arrow" Brigade or Division and if the
7department is required under s. 341.135 (2) to issue new registration plates for the
8vehicle, the department shall provide to the applicant, to be affixed to these plates,
9decals described in subd. 1. and instructions for placement of these decals on the
10plates.
AB48,3,1211 4. This paragraph also applies to personalized registration plates issued under
12s. 341.145 (1g) (a).
AB48, s. 3 13Section 3. 341.14 (6r) (b) 9. of the statutes is renumbered 341.14 (6r) (b) 9. a.
14and amended to read:
AB48,3,2015 341.14 (6r) (b) 9. a. A fee of $15 shall be charged for the issuance or reissuance
16of a plate for a special group specified under par. (f) 1. to 19., 20. to 32., 49. to 49m.,
1749s., 51., or 56. All moneys received under this subdivision subd. 9. a. in excess of
18the initial costs of production of the special group plates under par. (f) 3m., 6m., 9g.,
199m., 12g., 12m., 49d., 49h., 49s., and 56. or $37,800, whichever is less, shall be
20deposited in the veterans trust fund.
AB48, s. 4 21Section 4. 341.14 (6r) (b) 9. b. of the statutes is created to read:
AB48,4,222 341.14 (6r) (b) 9. b. A fee of $15 shall be charged for the issuance or reissuance
23of a plate for the special group specified under par. (f) 49p. All moneys received under
24this subd. 9. b. in excess of the initial costs of production of the special group plate

1under par. (f) 49p. or $28,600, whichever is less, shall be deposited in the veterans
2trust fund.
AB48, s. 5 3Section 5. 341.14 (6r) (d) 1. of the statutes is amended to read:
AB48,4,104 341.14 (6r) (d) 1. Subject to subd. subds. 2. and 3. and par. (c), the department
5shall specify the word or words comprising the special group name and the symbol
6to be displayed upon special group plates for a group associated with a branch of the
7armed services or a related organization after consultation with the appropriate
8state or federal representative of that service or organization. Special group plates
9for a group associated with a branch of the armed services or a related organization
10shall be colored red, white and blue.
AB48, s. 6 11Section 6. 341.14 (6r) (d) 3. of the statutes is created to read:
AB48,4,1412 341.14 (6r) (d) 3. Special group plates under par. (f) 49p. shall display the words
13"Red Arrow" and the red arrow symbol associated with the 32nd "Red Arrow" Brigade
14or Division.

AB48, s. 8 18Section 8. 341.14 (6r) (fm) 7. of the statutes is amended to read:
AB48,4,2419 341.14 (6r) (fm) 7. After October 1, 1998, additional authorized special groups
20may only be special groups designated by the department under this paragraph. The
21authorized special groups enumerated in par. (f) shall be limited solely to those
22special groups specified under par. (f) on October 1, 1998. This subdivision does not
23apply to the special groups specified under par. (f) 3m., 6m., 9g., 9m., 12g., 12m.,
2419m., 49d., 49h., 49p., 49s., 54., 55., 55m., 56., 57., and 58.
AB48, s. 9 25Section 9. Initial applicability.

1(1) The treatment of sections 341.08 (2) (f) and 341.14 (6m) (d) of the statutes
2first applies to applications for original or renewal vehicle registration received by
3the department of transportation on the effective date of this subsection.
AB48, s. 10 4Section 10. Nonstatutory provisions.
AB48,5,125 (1) Notwithstanding section 16.42 (1) (e) of the statutes, if this subsection takes
6effect in fiscal year 2010-11, in submitting information under section 16.42 of the
7statutes for purposes of the 2011-13 biennial budget bill, the department of
8transportation shall submit information concerning the appropriation under section
920.395 (5) (cq) of the statutes as though the total amount appropriated under section
1020.395 (5) (cq) of the statutes for the 2010-11 fiscal year was $28,600 less than the
11total amount that was actually appropriated under section 20.395 (5) (cq) for the
122008-09 fiscal year.
AB48, s. 11 13Section 11. Fiscal changes.
AB48,5,1814 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
15to the department of transportation under section 20.395 (5) (cq) of the statutes, as
16affected by the acts of 2009, the dollar amount is increased by $28,600 for the fiscal
17year in which this subsection takes effect to increase funding for special registration
18plates for members or former members of the 32nd "Red Arrow" Brigade or Division.
AB48, s. 12 19Section 12. Effective date.
AB48,5,2220 (1) This act takes effect on first day of the 4th month beginning after
21publication, or on the day after publication of the 2009-11 biennial budget act,
22whichever is later.
