AB593,1,2 1An Act to amend 73.0305; and to create 121.105 (4) of the statutes; relating
2to:
special adjustment aid to school districts.

Currently, a school district's state aid amount in any school year is guaranteed
to equal at least 85 percent of the state aid amount that the school district received
in the previous school year.
This bill provides that, beginning in the 2010-11 school year, a school district's
state aid amount in any school year is also guaranteed to equal at least $1,000
multiplied by the number of pupils enrolled in the school district in the previous
school year. The $1,000 per pupil amount is increased each year by the increase in
the consumer price index.
The bill does not appropriate additional funds to achieve the result described
above; instead, state aid to all school districts is redistributed to achieve that result.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB593, s. 1 3Section 1. 73.0305 of the statutes, as affected by 2009 Wisconsin Act 28, is

173.0305 Revenue limits and aid calculations. The department of revenue
2shall annually determine and certify to the state superintendent of public
3instruction, no later than the 4th Monday in June, the allowable rate of increase
4under s. 121.105 (4) and subch. VII of ch. 121. The allowable rate of increase is the
5percentage change, if not negative, in the consumer price index for all urban
6consumers, U.S. city average, between the preceding March 31 and the 2nd
7preceding March 31, as computed by the federal department of labor.
AB593, s. 2 8Section 2. 121.105 (4) of the statutes is created to read:
AB593,2,159 121.105 (4) (a) Subject to par. (b), beginning in the 2010-11 school year, if a
10school district would receive less in state aid in the current school year, before any
11adjustment is made under s. 121.15 (4) (b), than an amount determined by
12multiplying its membership in the previous school year by the following amount, the
13school district's state aid for the current school year shall be increased to the amount
14determined by multiplying its membership in the previous school year by the
15following amount:

AB593,2,2017 2. In the 2011-12 school year and in each school year thereafter, the amount
18paid to school districts per member under this subsection in the previous school year
19multiplied by the sum of 1.0 plus the allowable rate of increase under s. 73.0305
20expressed as a decimal.
AB593,2,2321 (b) A school district is eligible to receive additional aid under par. (a) only if the
22additional aid does not result in a state aid payment greater than the school district's
23shared cost.
