AB785,1,3 1An Act to amend 20.455 (3) (g); and to create 20.455 (2) (gp) and 165.785 of the
2statutes; relating to: an integrated crime alert network and making an
3appropriation.
Analysis by the Legislative Reference Bureau
Current law requires the Department of Justice (DOJ) to perform criminal
investigations for crimes of statewide import and to provide information to all law
enforcement officers within the state, to federal investigators, and to law
enforcement agencies in other states. Current law requires DOJ to provide
informational bulletins by mail or its telecommunications system.
This bill allows DOJ to create an additional informational network to provide
information regarding known or suspected criminal activity, crime prevention, and
missing or endangered persons to state agencies, law enforcement officers, and
members of the private sector. Under the bill, DOJ may charge a fee to members of
the private sector that opt to receive information from the network.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB785, s. 1 4Section 1. 20.455 (2) (gp) of the statutes is created to read:

120.455 (2) (gp) Crime information alerts. All moneys received as fee payments
2under s. 165.785 (2) and all moneys received as gifts, grants, or donations for the
3provision of services under s. 165.785 (1) and the provision of a crime alert network.
AB785, s. 2 4Section 2. 20.455 (3) (g) of the statutes is amended to read:
AB785,2,85 20.455 (3) (g) Gifts, grants and proceeds. All moneys received from gifts and
6grants and all proceeds from services, conferences, and sales of publications and
7promotional materials to carry out the purposes for which made or collected, except
8as provided in sub. (2) (gm) and (gp).
AB785, s. 3 9Section 3. 165.785 of the statutes is created to read:
AB785,2,14 10165.785 Crime alert network. (1) In addition to its duties under ss. 165.50
11and 165.78, the department may develop, administer, and maintain an integrated
12crime alert network to provide information regarding known or suspected criminal
13activity, crime prevention, and missing or endangered persons to state agencies, law
14enforcement officers, and members of the private sector.
AB785,2,16 15(2) The department may charge a fee to members of the private sector who
16receive information under sub. (1).
AB785, s. 4 17Section 4. Nonstatutory provision.
AB785,2,2118 (1) Position authorization. The authorized FTE positions for the department
19of justice are increased by 1.0 PR position, to be funded from the appropriation under
20section 20.455 (2) (gp) of the statutes, as created by this act,for the purpose of
21developing, administering, and maintaining an integrated crime alert network.
