AB851,1,3 1An Act to create 341.08 (2) (f) and 341.14 (6r) (j) of the statutes; relating to:
2special distinguishing registration plate decals for certain vehicles owned by
3certain members of special groups associated with the armed services.
Analysis by the Legislative Reference Bureau
Under current law, members of certain special groups may obtain special
distinguishing license plates for certain vehicles, including automobiles and motor
homes, that are owned by special group members. A fee, in addition to the regular
registration fee for the particular kind of vehicle, is charged for the issuance or
reissuance of most special plates. Several special groups for persons associated with
the armed services are specifically enumerated as groups that may obtain special
plates.
Under this bill, if an applicant for initial issuance of special group plates for a
group associated with a branch of the armed services or a related organization
identifies herself as a woman veteran, the Department of Transportation (DOT)
must provide to the applicant, to be affixed to one of these special plates, a decal that
contains the words "woman veteran" in white text on a red field and is as similar in
appearance as possible to the woman veteran decal used by the Kentucky
Department of Vehicle Regulation. An applicant for renewal of registration of these
special plates may also receive the decal, free of charge, if the decal was not
previously provided to the applicant by DOT.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB851, s. 1 1Section 1. 341.08 (2) (f) of the statutes is created to read:
AB851,2,52 341.08 (2) (f) If the application is for registration of a vehicle under s. 341.14
3(6r) by a member of an authorized special group associated with a branch of the
4armed services or a related organization, an opportunity for the applicant to identify
5herself as a woman veteran.
AB851, s. 2 6Section 2. 341.14 (6r) (j) of the statutes is created to read:
AB851,2,147 341.14 (6r) (j) 1. If an applicant for initial issuance of special group plates under
8this subsection for a group associated with a branch of the armed services or a related
9organization identifies herself in the application as a woman veteran, the
10department shall provide to the applicant, to be affixed to one of the plates issued
11under this subsection, a decal that contains the words "woman veteran" in white text
12on a red field and is as similar in appearance as possible to the woman veteran decal
13used by the Kentucky department of vehicle regulation and instructions for
14placement of the decal on the special plate.
AB851,2,2115 2. Upon receiving any application for renewal of registration of a vehicle for
16which special group plates for a group associated with a branch of the armed services
17or a related organization have been issued, if the applicant identifies herself in the
18application as a woman veteran and if the department has not previously provided
19a decal under subd. 1. or 3., the department shall provide a decal described in subd.
201. to the applicant, free of charge, with instructions for placement of the decal on one
21of the special plates.

13. Notwithstanding subd. 2., upon receiving any application for renewal of
2registration of a vehicle for which special group plates have been issued under this
3subsection for a group associated with a branch of the armed services or a related
4organization, if the applicant identifies herself in the application as a woman veteran
5and if the department issues new registration plates for the vehicle under s. 341.135,
6the department shall provide to the applicant, to be affixed to one of these plates, a
7decal described in subd. 1. and instructions for placement of the decal on the plate.

9s. 341.145 (1g) (b).
AB851, s. 3 10Section 3. Initial applicability.
AB851,3,1311 (1) This act first applies to applications for original or renewal vehicle
12registration received by the department of transportation on the effective date of this
13subsection.
AB851, s. 4 14Section 4. Effective date.
AB851,3,1615 (1) This act takes effect on first day of the 4th month beginning after
16publication.
