AB907,1,2 1An Act to create 38.12 (12), 66.0138 and 120.12 (27) of the statutes; relating
2to:
funding postretirement health care benefits of local government employees.

Currently, cities, villages, counties, school districts, and technical college
districts (local governments), provide health care benefits for their employees. Some
also provide postretirement health care benefits for their employees.
This bill prohibits a local government from providing health care benefits to any
employee hired on or after the bill's effective date for use upon the employee's
retirement unless the cost of the benefit is fully funded on an actuarial basis.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB907, s. 1 3Section 1. 38.12 (12) of the statutes is created to read:
AB907,1,74 38.12 (12) Health care benefits for retirees. If the district board provides
5any health care benefits, for use upon retirement, to an employee hired on or after
6the effective date of this subsection .... [LRB inserts date], the district board shall
7ensure that the cost of the benefits is fully funded on an actuarial basis.

1Section 2. 66.0138 of the statutes is created to read:
AB907,2,3 266.0138 Health care benefits for retirees. (1) In this section, "political
3subdivision" means a city, village, town, or county.
AB907,2,7 4(2) If a political subdivision provides health care benefits, for use upon
5retirement, to an employee hired on or after the effective date of this subsection ....

10health care benefit, for use upon retirement, to an employee hired on or after the
