AB202,1,2 1An Act to create 29.184 (6d) of the statutes; relating to: issuance of a bear
2license to the U.S. Army Wounded Warrior Program.

Under current law, in addition to the authority of the Department of Natural
Resources (DNR) to issue Class A and Class B bear licenses, DNR also has the
authority to issue certificates for two Class A bear licenses to the Wisconsin Bear
Hunters' Association, Inc. The association is allowed to raffle one of the certificates
and conduct an auction for the other certificate. Currently, DNR is required to issue
a resident or nonresident Class A bear license to a person who presents the
department with the certificate and pays the required fees.
This bill requires DNR to issue one certificate for a Class A bear hunting license
to an organization known as the U.S. Army Wounded Warrior Program, if the
organization applies for the certificate. The bill requires the U.S. Army Wounded
Warrior Program to transfer the certificate to a person who receives support under
the U.S. Army Wounded Warrior Program who is a resident and qualified to receive
a residential Class A bear hunting license. If the person who receives a certificate
presents the certificate to DNR with the appropriate required fees, the bill requires
the department to issue the person a resident Class A bear hunting license and the
carcass tag and back tag for that hunting season. A person may be issued only one
Class A bear hunting license under this program in his or her lifetime.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB202,2,72 29.184 (6d) Issuance of Class A bear license to the U.S. Army Wounded
3Warrior Program.
(a) In addition to any other Class A bear hunting license that the
4department issues under this section, the department shall issue one certificate for
5a Class A bear hunting license in a Class A bear hunting season to an organization
6known as the U.S. Army Wounded Warrior Program, if the organization applies for
7the certificate.
AB202,2,15 8(b) The organization known as the U.S. Army Wounded Warrior Program shall
9transfer the certificate issued under par. (a) to any person who receives support
10under the U.S. Army Wounded Warrior Program who is a resident and is qualified
11to receive a Class A bear hunting license. A person who receives a certificate may
12present that certificate to the department and request a resident Class A bear
13hunting license. Upon receipt of the certificate and the appropriate required fees,
14the department shall issue the holder of the certificate a resident Class A bear
15hunting license and the carcass tag and back tag under subs. (8) and (9).
AB202,2,1716 (c) If the organization known as the U.S. Army Wounded Warrior Program fails
17to transfer the certificate under par. (b), the certificate shall become invalid.
AB202,2,2118 (d) A person may be issued under par. (b) only one Class A bear hunting license
19in his or her lifetime, and the Class A bear hunting license shall be valid for only one
20Class A bear hunting season. The issuance under par. (b) of a license to the person
21is subject to s. 29.024 (2g).
