2011 - 2012 LEGISLATURE
March 28, 2011 - Introduced by Representatives Petrowski, Rivard, Bies, Brooks,
LeMahieu, Mursau, Nass
and Bewley, cosponsored by Senators Olsen and
Schultz. Referred to Committee on Transportation.
AB64,1,3 1An Act to amend 348.25 (4) (intro.) and 348.26 (4) of the statutes; relating to:
2single trip permits for the movement of oversize mobile homes, manufactured
3homes, and modular homes.
Analysis by the Legislative Reference Bureau
Current law imposes size, weight, and load limits on vehicles that travel on the
highways. The Department of Transportation (DOT) and local highway officials may
issue certain permits authorizing the permittee to operate a vehicle that exceeds
these limits on vehicle size, weight, or load. DOT issues single trip permits for the
movement of oversize mobile homes, manufactured homes, and modular homes
(modular home permits).
Current law also provides, with numerous exceptions, an indivisible load
requirement under which an oversize or overweight permit may be issued only for
a single article or vehicle that cannot reasonably be divided or reduced to comply with
statutory size and weight limitations.
This bill specifies that DOT may issue a modular home permit for the
movement of more than one modular home section on a carrier if each home section
is a component of the same home as evidenced by serial numbers or other
distinguishing marks and the overall dimensions of the load will not exceed the size
limits specified in the permit. The bill also creates an exception to the indivisible load
requirement for modular home permits.

For further information see the state and local fiscal estimate, which will be
printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
