SB196,1,3 1An Act to amend 79.05 (2) (c) of the statutes; relating to: excluding from the
2calculation of expenditure restraint payments expenditures made pursuant to
3a purchasing agreement with a school district.
Analysis by the Legislative Reference Bureau
Under current law, for purposes of determining a municipality's eligibility to
receive expenditure restraint payments, a comparison of a municipality's current
budget with its previous budget excludes principal and interest on long-term debt,
certain revenue sharing payments, recycling fee payments, and expenditures from
moneys received under the federal American Recovery and Reinvestment Act.
Under this bill, expenditures made pursuant to a purchasing agreement with a
school district whereby the municipality makes purchases on behalf of the school
district are also excluded from municipal budget comparisons for purposes of
determining a municipality's eligibility to receive expenditure restraint payments.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3recycling fee payments under s. 289.645, unreimbursed expenses related to an
4emergency declared under s. 166.03 (1) (b) 1., and 323.10, expenditures from moneys
5received pursuant to P.L. 111-5, and expenditures made pursuant to a purchasing
6agreement with a school district whereby the municipality makes purchases on
7behalf of the school district
; for the year of the statement under s. 79.015 increased
8over its municipal budget as adjusted under sub. (6); exclusive of principal and
9interest on long-term debt and exclusive of revenue sharing payments under s.
1066.0305, recycling fee payments under s. 289.645, unreimbursed expenses related to
11an emergency declared under s. 166.03 (1) (b) 1., and 323.10, expenditures from
12moneys received pursuant to P.L. 111-5, and expenditures made pursuant to a
13purchasing agreement with a school district whereby the municipality makes
14purchases on behalf of the school district
; for the year before that year by less than
15the sum of the inflation factor and the valuation factor, rounded to the nearest 0.10%.
