SB4,1,2 1An Act to amend 38.41 (3) (d) of the statutes; relating to: advanced
2manufacturing skills grants for technical colleges.
Analysis by the Legislative Reference Bureau
Under current law, the Technical College System Board (board) makes grants
to technical college system boards for training in advanced manufacturing skills.
Beginning in the 2010-11 school year, the board is required to award at $2,000,000
annually for such grants. This bill requires that, beginning in the 2011-12 school
year, the board must award at least $2,400,000 annually for such grants.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB4, s. 1 3Section 1. 38.41 (3) (d) of the statutes is amended to read:
SB4,1,74 38.41 (3) (d) Beginning in the 2008-09 2011-12 school year, the board shall
5award at least $1,000,000 $2,400,000 annually under sub. (1) for training in
6advanced manufacturing skills, and beginning in the 2010-11 school year, the board
7shall award at least $2,000,000 annually under sub. (1) for such training
.

1(1) In the schedule under section 20.005 (3) of the statutes for the appropriation
2to the technical college system board under section 20.292 (1) (eh) of the statutes, as
3affected by the acts of 2011, the dollar amount is increased by $400,000 for the first
4fiscal year of the fiscal biennium in which this subsection takes effect to increase
5funding for the purpose for which the appropriation is made. In the schedule under
6section 20.005 (3) of the statutes for the appropriation to the technical college system
7board under section 20.292 (1) (eh) of the statutes, as affected by the acts of 2011, the
8dollar amount is increased by $400,000 for the second fiscal year of the fiscal
9biennium in which this subsection takes effect to increase funding for the purpose
10for which the appropriation is made.
SB4, s. 3 11Section 3. Effective dates. This act takes effect on the day after publication,
12except as follows:
SB4,2,14 13(1) Section 1 of this act takes effect on the day after publication, or on the 2nd
14day after publication of the 2011-13 biennial budget act, whichever is later.
