AB337,1,3 1An Act to amend 20.235 (1) (ff) of the statutes; relating to: funding for
2Wisconsin higher education grants for technical college students and making
3appropriations.

Under current law, there is appropriated to the Higher Educational Aids Board
(HEAB) $20,797,900 in fiscal year 2013-14 and $18,797,900 in fiscal year 2014-15
for Wisconsin higher education grants (WHEG grants) for technical college students.
This bill converts that appropriation to a sum sufficient appropriation, but caps the
amount that may be expended from that appropriation in each of fiscal years
2013-14 and 2014-15 at the amount necessary to fund WHEG grants for all eligible
technical college students who apply for those grants as determined under the same
formula that HEAB used to award those grants in fiscal year 2011-12.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

6Biennially, the amounts in the schedule A sum sufficient for the Wisconsin higher

1education grant program under s. 39.435 for technical college students, except for
2grants awarded under s. 39.435 (2) or (5). In each of fiscal years 2013-14 and
32014-15, the amount that may be expended from this appropriation may not exceed
4the amount necessary to fund Wisconsin higher education grants for all eligible
5technical college students who apply for those grants as determined under the same
6formula under s. 39.285 (1) that the higher educational aids board used to award
7those grants in fiscal year 2011-12.
