AB511,1,3 1An Act to amend 343.51 (1), 346.50 (2a) (intro.), 346.50 (3), 346.503 (1) and
2349.13 (1m) of the statutes; relating to: use of special identification cards for
3persons with physical disabilities.
Analysis by the Legislative Reference Bureau
Under current law, a person with a disability that limits or impairs the ability
to walk may obtain from the Department of Transportation a special identification
card entitling a motor vehicle, other than a motorcycle, used by the person with a
disability to certain parking privileges, including parking in spaces reserved for use
by such vehicles. Under this bill, a special identification card may be used for a
motorcycle as for other motor vehicles.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB511,1 4Section 1. 343.51 (1) of the statutes is amended to read:
AB511,2,215 343.51 (1) Any person who qualifies for registration plates of a special design
6under s. 341.14 (1), (1a), (1m), or (1q) or any other person with a disability that limits

1or impairs the ability to walk may request from the department a special
2identification card that will entitle any motor vehicle, other than a motorcycle,
3parked by, or under the direction of, the person, or a motor vehicle , other than a
4motorcycle,
operated by or on behalf of the organization when used to transport such
5a person, to parking privileges under s. 346.50 (2), (2a), and (3). The department
6shall issue the card at a fee to be determined by the department, upon submission
7by the applicant, if the applicant is an individual rather than an organization, of a
8statement from a physician licensed to practice medicine in any state, from an
9advanced practice nurse licensed to practice nursing in any state, from a public
10health nurse certified or licensed to practice in any state, from a physician assistant
11licensed or certified to practice in any state, from a podiatrist licensed to practice in
12any state, from a chiropractor licensed to practice chiropractic in any state, or from
13a Christian Science practitioner residing in this state and listed in the Christian
14Science journal that the person is a person with a disability that limits or impairs
15the ability to walk. The statement shall state whether the disability is permanent
16or temporary and, if temporary, the opinion of the physician, advanced practice
17nurse, public health nurse, physician assistant, podiatrist, chiropractor, or
18practitioner as to the duration of the disability. The department shall issue the card
19upon application by an organization on a form prescribed by the department if the
20department believes that the organization meets the requirements under this
21subsection.
AB511,2 22Section 2. 346.50 (2a) (intro.) of the statutes is amended to read:
AB511,3,1023 346.50 (2a) (intro.) Except as provided in sub. (3m), a motor vehicle bearing
24special registration plates issued under s. 341.14 (1a), (1e), (1m), or (1q) or a motor
25vehicle, other than a motorcycle, upon which a special identification card issued

1under s. 343.51 is displayed or a motor vehicle registered in another jurisdiction upon
2which is displayed a registration plate, a card, or an emblem issued by the other
3jurisdiction designating the vehicle as a vehicle used by a physically disabled person
4is exempt from any ordinance imposing time limitations on parking in any street or
5highway zone and parking lot, whether municipally owned or leased, or both
6municipally owned and leased or a parking place owned or leased, or both owned and
7leased by a municipal parking utility, with one-half hour or more limitation but
8otherwise is subject to the laws relating to parking. Where the time limitation on a
9metered stall is one-half hour or more, no meter payment is required. Parking
10privileges granted by this subsection are limited to the following:
AB511,3 11Section 3. 346.50 (3) of the statutes is amended to read:
AB511,3,2212 346.50 (3) Except as provided in sub. (3m), a vehicle bearing special
13registration plates issued under s. 341.14 (1), (1a), (1e), (1m), or (1q) or a motor
14vehicle, other than a motorcycle, upon which a special identification card issued
15under s. 343.51 is displayed or a motor vehicle registered in another jurisdiction upon
16which is displayed a registration plate, a card or an emblem issued by the other
17jurisdiction designating the vehicle as a vehicle used by a person with a physical
18disability is exempt from s. 346.505 (2) (a) or any ordinance in conformity therewith
19prohibiting parking, stopping, or standing upon any portion of a street, highway, or
20parking facility reserved for persons with physical disabilities by official traffic signs
21indicating the restriction. Stopping, standing, and parking privileges granted by
22this subsection are limited to the persons listed under subs. (2) and (2a) (a) to (m).
AB511,4 23Section 4. 346.503 (1) of the statutes is amended to read:
AB511,4,524 346.503 (1) In this section, "motor vehicle used by a physically disabled person"
25means a motor vehicle bearing special registration plates issued under s. 341.14 (1),

1(1a), (1e), (1m), or (1q) or a motor vehicle, other than a motorcycle, upon which a
2special identification card issued under s. 343.51 is displayed or a motor vehicle
3registered in another jurisdiction and displaying a registration plate, card, or
4emblem issued by the other jurisdiction which designates the vehicle as a vehicle
5used by a physically disabled person.
AB511,5 6Section 5. 349.13 (1m) of the statutes is amended to read:
AB511,4,197 349.13 (1m) In addition to the requirements under s. 346.503 (1m), the
8department, with respect to state trunk highways outside of corporate limits and
9parking facilities under its jurisdiction, and local authorities, with respect to
10highways under their jurisdiction including state trunk highways or connecting
11highways within corporate limits and parking facilities within corporate limits, may,
12by official traffic signs indicating the restriction, prohibit parking, stopping, or
13standing upon any portion of a street, highway, or parking facility reserved for any
14vehicle bearing special registration plates issued under s. 341.14 (1), (1a), (1e), (1m),
15or (1q) or a motor vehicle, other than a motorcycle, upon which a special identification
16card issued under s. 343.51 is displayed or any vehicle registered in another
17jurisdiction and displaying a registration plate, card, or emblem issued by the other
18jurisdiction which designates the vehicle as a vehicle used by a physically disabled
19person.
