AB532,1,5 1An Act to repeal 20.235 (1) (ke); to amend 20.235 (1) (b) (title), 20.235 (1) (fe),
220.235 (1) (ff), 20.235 (1) (ke), 20.235 (1) (km), 39.30 (3) (c), 39.435 (title) and
339.435 (1); and to repeal and recreate 39.30 (title) of the statutes; relating
4to:
changing the names, Wisconsin higher education grants, and tuition grants,
5to Wisconsin grants.
Analysis by the Legislative Reference Bureau
Under current law, there is established, to be administered by the Higher
Educational Aids Board (HEAB), a higher education grant program for
postsecondary resident students enrolled at least half-time and registered as
freshmen, sophomores, juniors, or seniors in the University of Wisconsin System, a
technical college, or a tribal college in this state. Currently, grants under that
program are referred to as "Wisconsin higher education grants" and the titles to the
appropriations funding those grants specify the students funded under each
appropriation, specifically, "Wisconsin higher education grants; University of
Wisconsin System students," "Wisconsin higher education grants; technical college
students," and "Wisconsin higher education grants; tribal college students." This bill
changes the name of those grants to "Wisconsin grants" and conforms the titles to the
appropriations funding those grants accordingly.
Similarly, there is established, to be administered by HEAB, a tuition grant
program for resident students enrolled at least half-time and registered as
freshmen, sophomores, juniors, or seniors in accredited, nonprofit, post-high school,

educational institutions in this state (private colleges). Currently, the appropriation
funding those grants is entitled "Tuition grants" and the statute section authorizing
those grants is entitled "Grants." This bill changes the titles of the appropriation
funding those grants and the statute section authorizing those grants to "Wisconsin
grants; private, nonprofit college students."
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

5is amended to read:

7System students.
A sum sufficient equal to $0 in the 2013-14 fiscal year, equal to
8$58,345,400 in the 2014-15 fiscal year, and equal to the amount calculated under s.
939.435 (7) for the Wisconsin higher education grant program under s. 39.435 for
10University of Wisconsin System students, except for grants awarded under s. 39.435
11(2) or (5), thereafter. Notwithstanding s. 20.002 (1), the higher educational aids
12board may transfer moneys under this paragraph between fiscal years.

Biennially, the amounts in the schedule for the Wisconsin
3higher education grant program under s. 39.435 for University of Wisconsin System
4students, except for grants awarded under s. 39.435 (2) or (5). All moneys transferred
5to this appropriation account from the appropriation account under s. 20.285 (1) (gb)
6shall be credited to this appropriation account. No moneys may be expended or
7encumbered from this appropriation after June 30, 2015.

AB532,6 10Section 6. 20.235 (1) (km) of the statutes is amended to read:

12Biennially, the amounts in the schedule for the Wisconsin higher education grant
13program under s. 39.435 for tribal college students, except for grants awarded under
14s. 39.435 (2) or (5). All moneys transferred from the appropriation account under s.
1520.505 (8) (hm) 10. shall be credited to this appropriation account. Notwithstanding
16s. 20.001 (3) (b), the unencumbered balance on June 30 of each odd-numbered year
17shall revert to the appropriation account under s. 20.505 (8) (hm).
AB532,7 18Section 7. 39.30 (title) of the statutes is repealed and recreated to read:

AB532,8 20Section 8. 39.30 (3) (c) of the statutes is amended to read:
AB532,3,2421 39.30 (3) (c) Multiply the percentage calculated in par. (b) times the student's
22expected family contribution which has been determined using the same analysis as
23that used to determine the expected family contribution of students applying for
24Wisconsin higher education grants under s. 39.435.

AB532,10 3Section 10. 39.435 (1) of the statutes is amended to read:
AB532,4,94 39.435 (1) There is established, to be administered by the board, a higher

grant program for postsecondary resident students enrolled at least
6half-time and registered as freshmen, sophomores, juniors, or seniors in accredited
7institutions of higher education or in tribally controlled colleges in this state. Except
8as authorized under sub. (5), such grants shall be made only to students enrolled in
9nonprofit public institutions or tribally controlled colleges in this state.
AB532,11 10Section 11. Effective dates. This act takes effect on the day after publication,
11except as follows:

13The repeal of section 20.235 (1) (ke) of the statutes takes effect on July 1, 2015.
