AB772,1,2 1An Act relating to: categorical aids for special education and making an
2appropriation.
Analysis by the Legislative Reference Bureau
The Department of Public Instruction (DPI) provides state categorical aid for
certain costs of educating and transporting pupils enrolled in special education and
of school age parents programs. DPI also provides additional categorical aid if a
school board, board of control of a cooperative educational service agency, county
children with disabilities education board, or operator of independent charter school
spends more than $30,000 of nonadministrative costs to provide special education
services to a child and those costs are not eligible for reimbursement under the state
special education program, the federal Individuals with Disabilities Education Act,
or the federal Medicaid program. This bill increases the amounts appropriated for
both of these state categorical aids in the 2014-15 fiscal year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB772,1 3Section 1. Fiscal changes.
AB772,2,44 (1) Aids for special education and school age parents programs. In the
5schedule under section 20.005 (3) of the statutes for the appropriation to the

1department of public instruction under section 20.255 (2) (b) of the statutes, as
2affected by the acts of 2013, the dollar amount is increased by $86,500,000 for the
3second fiscal year of the fiscal biennium in which this subsection takes effect for the
4purpose for which the appropriation is made.
AB772,2,105 (2) Additional special education aid. In the schedule under section 20.005 (3)
6of the statutes for the appropriation to the department of public instruction under
7section 20.255 (2) (bd) of the statutes, as affected by the acts of 2013, the dollar
8amount is increased by $1,500,000 for the second fiscal year of the fiscal biennium
9in which this subsection takes effect for the purpose for which the appropriation is
10made.
