AB892,1,4 1An Act to create 20.435 (4) (ww), 25.17 (1) (aL), 25.76 and 49.45 (23p) of the
2statutes; relating to: creating the BadgerCare Plus restoration fund,
3providing funding for the well-woman program and reducing infant morbidity
4and mortality, and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Health Services (DHS) administers the
Wisconsin Well-Woman Program, under which service providers are reimbursed for
providing preventive health care services to low-income, underinsured, and
uninsured women. This bill provides $50,000,000 in additional general purpose
revenue for the program over the 2013-2015 fiscal biennium.
Under current law, the health department of the city of Racine is required to
implement a program to reduce fetal and infant mortality and morbidity. This bill
provides an additional $10,000,000 in general purpose revenue for the program over
the 2013-2015 fiscal biennium.
The bill creates the BadgerCare Plus restoration fund. The bill requires DHS
to create a program to provide outreach services to individuals who lost eligibility for
the Medical Assistance program known as BadgerCare Plus and to provide payment
for claims that would have been paid by the BadgerCare Plus program had the
individual not lost eligibility for the program. To be eligible for reimbursement from
the BadgerCare Plus restoration fund, an individual must make a claim within one
year of losing eligibility for BadgerCare Plus. The bill transfers $36,000,000 from the

general fund to the BadgerCare Plus restoration fund during the 2013-2014 fiscal
year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB892,1 1Section 1. 20.435 (4) (ww) of the statutes is created to read:
AB892,2,42 20.435 (4) (ww) BadgerCare Plus restoration fund. From the BadgerCare Plus
3restoration fund, a sum sufficient to provide outreach services and reimbursements
4under the program under s. 49.45 (23p).
AB892,2 5Section 2. 25.17 (1) (aL) of the statutes is created to read:
AB892,2,66 25.17 (1) (aL) BadgerCare Plus restoration fund (s. 25.76);
AB892,3 7Section 3. 25.76 of the statutes is created to read:
AB892,2,11 825.76 BadgerCare Plus restoration fund. There is established a separate
9nonlapsible trust fund designated as the BadgerCare Plus restoration fund
10consisting of all moneys transferred from the general fund to the BadgerCare Plus
11restoration fund.
AB892,4 12Section 4. 49.45 (23p) of the statutes is created to read:
AB892,2,1813 49.45 (23p) BadgerCare Plus restoration program. The department shall
14create a program to provide outreach services to individuals who lost eligibility for
15the BadgerCare Plus program and to provide payment for claims that would have
16been paid by the BadgerCare Plus program had the individual not lost eligibility for
17the program. An individual shall make a claim within one year of losing eligibility
18for BadgerCare Plus to be eligible for reimbursement under this program.
AB892,5 19Section 5. Fiscal changes.

1(1) BadgerCare Plus restoration fund. An amount equal to $36,000,000 shall
2be transferred from the general fund to the BadgerCare Plus restoration fund during
3the 2013-14 fiscal year.
AB892,3,84 (2) Fetal and infant mortality. In the schedule under section 20.005 (3) of the
5statutes for the appropriation to the department of health services under section
620.435 (1) (eu) of the statutes, as affected by the acts of 2013, the dollar amount is
7increased by $10,000,000 for the first fiscal year of the fiscal biennium in which this
8subsection takes effect to increase home visits to pregnant women.
AB892,3,189 (3) Well-woman program. In the schedule under section 20.005 (3) of the
10statutes for the appropriation to the department of health services under section
1120.435 (1) (cb) of the statutes, as affected by the acts of 2013, the dollar amount is
12increased by $15,000,000 for the first fiscal year of the fiscal biennium in which this
13subsection takes effect for the purposes for which the appropriation is made. In the
14schedule under section 20.005 (3) of the statutes for the appropriation to the
15department of health services under section 20.435 (1) (cb) of the statutes, as affected
16by the acts of 2013, the dollar amount is increased by $35,000,000 for the second
17fiscal year of the fiscal biennium in which this subsection takes effect for the
18purposes for which the appropriation is made.
