The resolution requires the assembly to schedule time limits for debate on 2013
Assembly Bill 40, the executive budget bill, and to debate the bill during normal
waking hours when residents of Wisconsin may easily observe the proceedings.

2Resolved by the assembly, That in light of the Memorandum of
3Understanding entered into between the majority and minority parties, governing
4assembly operations during the 2013-14 legislative session, in which it is stated
5unequivocally that the "goal this session is to finish debate at a reasonable time," the
6assembly hereby agrees to do all of the following:

(1) Schedule time limits for debate on 2013 Assembly Bill 40, the executive
8budget bill of the 2013 legislature, that would require the assembly to recess or
9adjourn until the next legislative day whenever debate during a legislative day
10reaches the end of normal waking hours when residents of Wisconsin may easily
11observe the proceedings.
