5minimum wage rate specified in the ordinance and preemption of
6residency requirements for laborers, workers, mechanics, and truck
7drivers employed on local projects of public works to which the prevailing
8wage law applies.

2. Twelve hour notice. Consideration of the special order of
business established in
Section 1 of this resolution shall occur at the time shown in
that section or 12 hours after adoption of this resolution, whichever is later.
