AR8,1,3 1Relating to: requiring the speaker of the assembly to appoint a special committee
2to devise ways to ensure that the Wisconsin Economic Development
3Corporation follow state law.
Analysis by the Legislative Reference Bureau
The resolution requires the speaker of the assembly to immediately appoint a
special committee, consisting of an equal number of majority and minority party
members, to devise ways to ensure that the Wisconsin Economic Development
Corporation (WEDC) follow state law in implementing all programs for which it has
statutory authority. In a May 2013 report, as stated in the letter of transmittal, the
Legislative Audit Bureau found that "WEDC did not have sufficient policies,
including some that are statutorily required, to administer its programs effectively
. . . [,] that WEDC awarded some grants, loans, and tax credits to ineligible recipients,
for ineligible projects, and for amounts that exceeded specified limits . . . [, and that]
WEDC did not consistently perform statutorily required program oversight duties."
Under the resolution, the committee must deliver its findings to WEDC before
September 1, 2013, and must conduct hearings beginning on January 1, 2014, to
determine if WEDC is following state law in implementing all programs for which
it has statutory authority.
